MODERNIZATION
Abstract Purpose: the main goal of the article is to build a conceptual model for the organization of effective functioning of the points of economic and innovative growth of the region in modern conditions, taking into account regional and municipal limitations of internal and external nature, with the aim of ensuring economic security, effective interaction of subjects of the "business-power" system Taking into account the influence of institutional factors. Methods: the methodological basis of research in the article is the dialectical method of scientific cognition, the systemic and institutional approach to studying and building an organization for the effective functioning of the regional economy in order to ensure its economic security from internal and external threats. Results: the existing mechanism of interaction "business and power" is considered. The financial stability of economic entities of the Republic of Crimea is determined. The financial independence of the regional budget of the Republic of Crimea has been determined. The dynamics of financing of the Federal Target Program "Social and Economic Development of the Republic of Crimea and Sevastopol until 2020" has been revealed. The regional and municipal restrictions of internal and external nature, which constitute a threat to social and economic development, are indicated. Points of economic and innovative growth at the present stage and their advantages and stages of technical organization of their implementation have been determined. A conceptual model of building effective interaction between subjects of the "business-power" system is proposed taking into account the influence of institutional factors. The conceptual model of organization of effective functioning of points of economic and innovative growth of the region, as a territorial socio-economic system, under modern conditions is constructed. Conclusions and Relevance: we propose to define four strategic tasks in the sphere of regional development: increasing the competitiveness of regions and strengthening their resource potential; Development of human resources; Development of interregional cooperation; Creation of institutional conditions for the development of regions. For effective management of processes and making correct timely decisions, it is necessary to monitor the indicators by creating situational centers in the regions based on the Internet of things and closed blokchain. As preventive measures, it is necessary to create a communication system for direct and feedback to provide software for monitoring financial and economic security at the level of an economic entity on-line. This provision is proposed to develop, maintain, monitor, systematically update at the regional and state level for a timely response in the effective targeted use of small and young business financing by the state. For effective uninterrupted functioning at the level of business entities, economic entities use the Internet of things. At the same time, an inalienable and important model is the construction of an effective interaction between the subjects of the "business-power" system. Further research should be directed to the systematization of monitoring indicators of financial and economic security at the level of an economic entity on-line. Development and implementation of pilot projects on the use of Internet stuff and blokchain in the public sector, their institutional support, their impact on the regional gross product.
Purpose: the aim of the article is to study the reasons for the decline in agricultural production, withdrawal from the market of tens of millions of hectares of cultivated areas, reduction of livestock and poultry. Justification of the importance of the use of domestic and foreign experience of state regulation of economic relations, the financial support for the development of agricultural production. This article analyzes the structural changes in the agricultural sector of the Russian economy in the post-reform period, with an emphasis on solving problems of modernization of agricultural production. The stages of structural reforms, their characteristics, which are based on the methodological approaches related to the adoption and implementation of normative acts of the federal authorities with an estimate of the dynamics of agricultural production and the state of the economy producers has been reviewed. Methods: the methodological basis of this article are the economic and statistical methods of analysis, regulatory documents in the field of food security, public analytical materials in the field of the problems of modernization and import substitution. Results: the results of the work became – development of proposals addressing the problems of increasing efficiency of structural reforms. The necessity of the following was proven: the transition of the agricultural sector in the resource-innovative development model based on the integration of science and production; adjustment of the State program of agricultural development and regulation of agricultural products, raw materials and food for 2013–2020 in terms of economic relations; improvement agro-industrial production management mechanism. Conclusions and Relevance: structural reforms in the agricultural sector as a result of errors did not contribute to the sustainable growth of its efficiency, which lead to a sharp decline in production, the country has lost food independence. It is necessary to develop a qualitatively new development program of agricultural production in view of its ongoing modernization, the transition to resource-innovative model of operation.
Purpose: the aim of the article is to reveal problems and prospects, formulate economic security within the framework of innovation projects management, plan technologies in the context of integrating economies into the world economy, identify opportunities for forming, organizing, financing, managing priority economic directions. The subject is the management of innovative projects to ensure the economic security of Russian regions. The relevance of the chosen topic is due to the study of the features of the current state and the problems of the formation of economic security, the development of innovative design solutions in the context of integrating economies into the world economy. Ensuring the economic security of the regions of Russia directly depends on the introduction of innovative technologies and project management in the sectors of the national economy of Russia. Methods: the methodology of the solution of objectives is based on usage of a method of dialectic research, methods of the economic analysis, forecasting, the situational and systemic analysis, expert evaluations and the analysis of empirical data. Hypothesis. Ensuring an economic safety requires formation of innovative solutions, change of the current legislation within the Strategy of social and economic development in the conditions of integration of economies into the world economy. Results: the practical significance of the work is to identify the interrelationship between the development processes of innovative projects that ensure the economic security of the regions of Russia within the framework of regulating the current legislation, forecasting effective economic activity within the framework of the New Industrialization Strategy, selecting optimal project planning models to ensure the country's economic security and competitiveness in the conditions of integration Economies into the world economy. Conclusions and Relevance: in the conditions of integration of economies into the world economy and the formation of integrated development programs, effective use of resources and land within the territories is necessary. There is a need to change the current legislation in the framework of ensuring economic security in the project management system and the introduction of innovative technologies.
Purpose: the aim of the article is to analyze the existing programs and technologies in the field of financial incentives and credit support of business, as well as justification of qualitatively new methodological tools in the study area for its adaptation in domestic practice. Subject of the article is relevant because it is devoted to description of sources of financial incentives and credit support to small businesses, which are currently the engine of the modern economy. In the first part of the article, an overview of the financial resources and types of funding sources of organizations and small- and medium-sized enterprises (SME) in major developed European countries is provided. Also a description is provided of modern methods of creation of an innovative climate, support innovative ideas and internal business. The second part of the article describes the direction, forms of financing small and medium enterprises (SME) in the major developed European countries, taking into account the peculiarities of the development and functioning. The possibility of using foreign experience in Russia is analyzed. The presented research topic is particularly relevant in connection to an increase in the role of sources of financing for small and medium-sized enterprises (SME). In current economic environment exists the need to address problem of financial support of small and medium-sized enterprises (SME), attraction of new sources of funding, as well as the development of bank credit loans. Processes of market transformation of small and medium-sized businesses have acquired a special importance in relation to the defining role of these enterprises in the system of provision of the economic security of the country. Methods: the methodological bases of this article are the economic and statistical analysis methods, regulatory documents in the field of economic security, publications in the field of economic and financial security, public analyzes in the field of development of financial incentives and credit support to small and medium-sized businesses. Results: to improve the financial incentives and credit support to small enterprises it is necessary to study and use foreign programs in this area, in view of this author has identified and justified current trends of development. Conclusions and Relevance: the practical significance of the work lies in the orientation of the states, conclusions and recommendations aimed at the widespread usage, search and adaptation of sources of financing of small and medium-sized enterprises, which can be used by the legislative and executive authorities of the Russian Federation, in their current activities.
Purpose: the The purpose of the publication is development of existing criterial assessment in social advertising sphere. The next objectives are provided for its achievement: to establish research methodology, to develop the author’s version of necessary notional apparatus and conceptual generalization, to determine the elements of social advertising quality, to establish the factors of its quality, to conduct the systematization of existing criteria and measuring instruments of quality assessment, to form new criteria of social advertising quality, to apply received results for development of criterial assessment to determine the further research perspectives. Methods: the methodology of research of management of social advertising interaction with target audience, which has dynamic procedural character with use of sociological knowledge multivariate paradigmatic status, has been proposed. Results: the primary received results: the multivariate paradigmatic research basis with use of works of famous domestic and foreign scientists in sociology, qualimetry and management spheres; the definitions of social advertising, its quality, sociological quality provision system, target audience behavior model during social advertising interaction are offered; the quality factors with three groups by level of effect on consumer are established; the systematization of existing quality and its measure instruments assessment criteria by detected social advertising quality elements are conducted; the two new criteria and its management quality assessment measuring instruments in social advertising sphere are developed; the one of the common groups of production quality criteria – adaptability with considering of new management quality criteria and conducted systematization of existing social advertising creative quality assessment criteria development; the perspective of further perfection of quality criterial assessment based on social advertising standartization introduction is identified. Conclusions and Relevance: the social advertising quality criterial assessment expansion on scientifically based elements of this complex notion is conducted. Significance of results that are represented in the article is in development of advertising sociology and provides further directions for research.
INNOVATION
Purpose: the main of the article is to clarify the theoretical and methodological concept of the need for high-quality operational information support for technological development in the Russian Federation on the basis of scientific infocommunications. Methods: the methodical basis of this article is the economic and statistical methods of analysis, regulatory and legal documents in the field of information support of technological development in the Russian Federation, as well as open analytical materials on key aspects of the topic under study. Results: the article substantiates that a scientific journal is the main means of scientific infocommunications. On the example of the "innovation" direction, a comparative analysis of the publication activity of Russian authors (an information search in the VINITI database of the RAS) and foreign authors (information search in the Scopus Database) was carried out. Conclusions and Relevance: at present, there is an exponential growth in the number of new peer-reviewed scientific journals, which indicates the rapid formation of scientific communities. It is noted that with increasing scales of scientific research and their complication, the role of the scientific information system is growing. At the same time, information support requires significant development, modernization and development of the foundations for the formation of a barrier-free environment on the basis of scientific infocommunications. To implement the strategy of technological development in the Russian Federation, an actual information support system should be an integral element, the connecting elements of which are scientific infocommunications.
Purpose: in the article the problems of formation of conditions for Russia’s social and economic development with a consideration of the present and recreated scientific and technological potential are considered. The purpose of the article consists in researching the sources of social and economic development of Russian economy in the medium- and long-term perspective, and also in rationalization of possibilities of their long term usage. Methods: the in the article methods of the comparative economic analysis, system approach to the economy development management as a complex self-recovering system with a potential, which has certain properties and regularities such as: complete social and economic system lifecycle, complete production cycle, technological structure, basic technologies, etc., are used. Results: during the research process if has been concluded that economic downturn in Russia was caused by economy export orientation of the initial repartitions and low added value resource products. Supporting such strategy were the economic instruments: taxes, ruble exchange rate, bank rate etc. Conclusions and Relevance: it has been shown that long-term development can be based mainly on usage of intensive factors. Even the involvement of Russian huge natural resources into the economic activity will not be able to completely solve a problem of prevention of degradation of the processing industrial economic sectors. Two key development terms are noted: investments and structural reform. It is noted that the main sources of investments are the internal and external ones. Increase of their potential is connected with adoption of tough strategic and political decisions. In its turn, effective usage of the expected increase in investments requires an urgent solution of competitive domestic technologies development problems, as well as problem of effective management of economy and its development on an innovative basis. Possibilities of positive structural renovation based on change of potential ratio of the extracting, processing, and final- processing industries and production of end products are shown. The directions and terms of domestic innovative sector reforming as well as strengthening of its positive impact on economy and society are discussed.
Purpose: the main purpose of this article is to explore the feasibility of using the ISM-Interpretive Structural Modeling method to prioritize the phases in the management of the LNG plant construction project. To achieve this goal, the following tasks must be solved in the article: identify the phases of the project at the planning stage that affect the Final Investment Decision (FID); draw up a reachability matrix that defines the interrelations between the phases of the project; split the phases of the project into hierarchical levels; construct a directed graph model and a diagram of the degree of influence and coherence of the project phases facilitating the adoption of strategic management decisions and the coordination of internal and external stakeholders. Methods: this article is based on the concept of project management and complex systems, which can be investigated using the Interpretive Structural Modeling method, with reference to the specifics of LNG plants. Results: the phases of the project were identified and the relationships between them in the planning phase influencing the FID were established. As a result of modeling, the phases of the project were aligned in a hierarchical structure of the directed graph and positioned on the influence and connectivity diagram, which allows the Project Office of the company to correctly determine priorities in coordination of project participants. Conclusions and Relevance: the present studies show that the method of Interpretive Structural Modeling is effective in identifying and modeling complex relationships between the phases of the project, as a result of which it is possible to build a strategy for the adoption of the Final Investment Decision. This methodology can be extended to subsequent stages of the project. Project managers can prioritize and rank the phases of the project by levels to make effective management decisions to improve the coordination of internal and external stakeholders involved in the implementation of this project. The practical application of the results will improve the management processes between the Project Office and company departments and external stakeholders.
Purpose: the article examines the theoretical aspects of the innovative environment, and especially the problem of the development of innovative environment on the example of the Chechen Republic. The aim of the article is to analyze the current situation in the region, to study problems and obstacles of innovative development and offer proposals that could affect positively on the innovative development in the Chechen Republic. Methods: while conducting this study, the main sources were the materials of state statistics. Comparative analysis methods form basis of methodological development. Results: the concept of the innovation environment in the region, the parameters assessment and measurement of innovative potential of the of the region had been examined, the participants of innovative environment had been highlighted, the current situation of innovative development of Chechen Republic had been analyzed, problems hindering further growth had been revealed, as well as ways to solve them. Conclusions and Relevance: by the beginning of the 21st century, after the end of military operations, the Chechen Republic was the most backward subject of Russia. Together with the outer shell of cities and villages, competitiveness, scientific potential, high-qualified personnel of the region were erased from the face of the earth. Therefore, it is sometimes impossible to compare the indicators of the socio-economic and innovation development of the Chechen Republic with other subjects of the Russian Federation in which there were no wars. In the context of the new economic realities, the formation of the innovative environment in the Chechen Republic has high importance. Today the Chechen Republic is in the process of restoring its innovative potential. In order to improve the quality of the innovative environment of the Chechen Republic, measures to remove obstacles for further growth had been proposed. The result of the correct state support of innovative business will be the creation of science-intensive enterprises in industry, attraction of private and corporate investments in the innovation sphere, reduction of budgetary costs for the development of new technologies, and the enhancement of the potential of the Chechen Republic through interaction of state bodies and entrepreneurs.
Purpose: the main purpose of this article was to study the modern tools of the public innovation policy in the global pharmaceutical industry (US and EU cases), which is one of the most knowledge-intensive sectors of the global economy. During the study, it was necessary to achieve the following objectives: to identify main components of the innovation policy in the sector, to consider the role of intellectual property protection, measures of innovation support, regulatory control and other factors, and, also, to identify comparative characteristics of innovation processes within the US and the EU pharmaceutical sector. Methods: this article is based on a qualitative comparative study of the US and EU innovation policy in the pharmaceutical industry. Industryoriented innovation support measures (i.e. levels of private and public financing) have been quantitatively analyzed, including the evaluation of the levels of R&D productivity; also, a comparative study of the pharma patent statistics in the leading countries have been performed. This article highlights the problems of intellectual property protection, which remains an important source of financial stability for major pharma companies being the basis for new innovation agenda. Low R&D productivity and high costs of new innovative drugs together emphasize the significance of the analysis of current innovation processes within the pharmaceutical industry, and could open the way for building more effective managerial and business processes. Results: the global pharmaceutical industry today is under thorough control of government regulators and civil society organizations seeking to improve mechanisms of the drugs distribution, in order to make drugs more accessible, safe and clean. This high regulation level impedes innovation within existing pharma business models, and leads to high costs of the newest drugs. The study revealed that successful pharmaceutical innovation today requires significant expenses on the largest companies’ side. The patent statistics revealed the increasing role of developing countries, which are nevertheless still poorly involved in the pharma innovation processes. Comparison of the US and the EU innovation policies showed underdeveloped venture capital market of the EU and relatively high level of government regulation. Conclusions and Relevance: companies go through an intense period of mergers and acquisitions, and are looking for new ways of performing R&D and the expansion of product markets. Public sector of the developed countries contributes to the development of new partnerships and collaborations, hoping to spur the creation of new jobs and competencies. Pharmaceutical companies are actively collaborating with regional research institutes, universities and hospitals. Despite this high level of activity, key actors and government regulators have yet to come to an understanding of new mechanisms to stimulate innovation, taking into account the development of biotechnology, generic drugs and the growing need to revise current business models of the largest pharmaceutical companies.
Purpose: the purpose of the article is the disclosure of environmental problems and prospects commercialization of intellectual property within development of innovative information technologies in the conditions of integration of economies into the world economy, identification of opportunities of forming, organization, financing, management, ownership, commercialization and protection of innovative technologies and intellectual property. Relevance of the chosen subject is caused by the current state of ecology and problems of commercialization of intellectual property in development of innovative information technologies within the conditions of integration of economies into the world economy. The existing changes of the current legislation and tendencies of development of the industry of innovative information technologies in field of ecology in the Russian Federation require cardinal review because of its low competitiveness. Ensuring sustainable development of the country directly depends on implementation of innovative information technologies, not only within the sphere of ecology, but also in all industries of the national economy of Russia. Especially important direction of development of innovations is the field of information technologies with its further implementation in innovative productions and provision of services with a focus on protection of ecology and healthcare. Methods: the methodology of the solution of objectives is based on usage of a method of dialectic research, methods of the economic analysis, forecasting, the situational and systemic analysis, expert evaluations and the analysis of empirical data. Results: in the process of researching the direction of solving environmental problems, the author studied foreign and Russian programs based on innovative technologies in this field and identified current proposals regarding the practical implementation of partnerships in the form of Public Private Partnerships PPPs. Conclusions and Relevance: the practical importance of the work consists in identification of intellectual property in the area of development of innovative technologies, forecasting of their economic activity, the choice of optimal models of financing for ensuring sustainable development of the country and competitiveness of the Russian innovative technologies on the world market.
Purpose: the aim of the paper is to analyze the existing new forms of interaction between government and business in the context of foreign economic partnership and to support qualitatively new methodological tools in the field of study for its adaptation in domestic practice. Subject. The presented research topic is particularly relevant in the view of the fact that the external economic partnership is a new form of government and business interaction for the participation on the international market. In the first case, such activity is the development and implementation of tools supporting national export in business with an aim of creating a unified trade and financial policies, in the second – joint decisions within the framework of implementation of international projects of small and medium-sized enterprises (SME), increasing the role of sources of financing for SME. Methods: the methodological bases of this article are the economic and statistical methods of analysis, regulatory documents in the field of foreign economic partnership between state and business, public analytical materials in the subject area. Results: to study the tools of improvement of the strategic process, interaction between government and business, the author has studied foreign programs in this area and has identified relevant propositions for the practical implementation of the partnership within the FEP. Conclusions and Relevance: in addition to the features that determine the effectiveness of partnership between the state and business in the framework of FEP, there are the typical barriers. Keeping that in mind, the author substantiated recommendations towards breaching the barriers based on the application of legislative and regulatory settlement of questions regarding the interaction of partnership between the state and business in the framework of the FEP.
RESEARCH
Purpose: modern strategies of management of the organization require the formation of special management approaches based on the analysis of the mechanisms and processes of the organization of medical activities related to possible risks in activity of medical personnel. Based on international experience and own research the authors have identified features of a system of management of personnel risk in medical activities, examined approaches showing the sequence and contents of the main practical activities of the formation, maintenance and development of the system of management of personnel risks. Emphasized is the need for further research and implementation of the system of management of personnel risk in health care organizations. Study and assessment of personnel risks affecting the security of medical activities aimed at the development of the system of personnel risk management, development of a system of identification and monitoring of HR risk indicators with a purpose to improve institutional management and increase efficiency of activity of medical organizations. Methods: in the present study, the following methods were used: systemic approach, content analysis, methods of social diagnosis (questionnaires, interviews), comparative analysis, method of expert evaluations, method of statistical processing of information. Results: approaches to predict the occurrence and development of personnel risks have been reviewed and proposed. Conclusions and Relevance: patient safety is a global issue affecting countries at all levels of development. Each year, the WHO identifies a number of systemic and technical aspects and trends in the field of patient safety related to actions of medical workers. Existing imbalances in the staffing of the health system of the Russian Federation increase the probability of potential risks in medical practice. The personnel policy of healthcare of the Russian Federation requires further improvement and development. System of human resources risk management in the healthcare organization is an important management tool, which promotes social responsibility of medical institutions to the society and improves the safety of medical activity. The process of personnel risk management begins at the stage of development of strategy of management of medical organization applies to all levels of management and includes mechanisms for the identification, monitoring and controlling HR risks that could adversely affect the medical activities of the organization. The security system of medical practice is closely connected with the management of the quality of medical care, quality of resource provision of medical organization, quality of organizational and technological processes of medical activities and quality of performance - results of medical activities, reflecting the degree of satisfaction of the needs and requests of patients. Significant role in minimizing personnel risk is the system of motivation and stimulation of work of medical workers, taking into account the specifics of certain categories of workers.
Purpose: main objective of this article is to analyze dynamics and structure of the reinsurance market in Russia. Market research is conducted to understand the main trends in Russian reinsurance during period of economic sanctions. As these sanctions, affect incoming and outgoing reinsurance, as well as the development of the industry in the whole country. To achieve this goal, the article needs to address the following objectives: conduct a comparative analysis of the dynamics of the reinsurance market; to identify the current structure of the reinsurance market in Russia; to evaluate the influence of the Russian national reinsurance company in the insurance market of the Russian Federation. Methods: this article is based on the Central Bank of Russia consolidated data on the insurance market. Results: in the period imposed against our country economic sanctions by Western countries, the topic of import substitution is relevant not only in the productive sectors of the economy and the financial markets. In particular, in the present period it is necessary to obtain additional capacity with the market of international capital loans and improve the domestic investment climate in the country. Current international practice shows that the development of any financial industry would be impossible without effective sharing of different kinds of risks and their maximum leveling. Conclusions and Relevance: analysis conducted in the article allows to identify current trends in the insurance market in Russia from both internal and external players perspectives. The data demonstrates the main problem areas of the reinsurance community in Russia and ways of solving them. In addition, the article makes predictions about the development of the reinsurance market in Russia with the imposition of a new player – the national reinsurance company.
Purpose: the aim of the article is to analyze the Korean economic strategy from the beginning of its development until modern stage. Examination of how this strategy has changed depending on changes within domestic and international economic environment, assumptions, set goals, their effectiveness and significance of all the taken measures. It will demonstrate waypoints for the future economic development and will become a trigger towards recognition of the successful development of the Korean economy by other countries. Methods: the methodological bases of this article are the economic and statistical methods of analysis of the Korean economys, graphical methods displaying economic indicators. Results: economic history of South Korea over the past century shows the positive and negative factors of the development from an economically weak country into a developing country. The history of the Japanese occupation of Korea, lasting from 1910 to 1945, showed that for a country which has lost its national sovereignty, expropriated the state's economy has no effect after the restoration of independence, and that the economy cannot develop in conditions of chaos within the political, economic and social spheres. Even after the establishment of a military dictatorship, it is possible to note that despite limitations of citizens’ rights, the economy can still grow if the people want it. In addition to the development of internal political system, unstable factors in the process of promotion of social reforms and hastily adopted policy of "open doors" in order to enhance the international status are unreasonable political, economic and social changes. In turn, the inability to control currency exchange in Asian countries, which is a policy of economic development, has shown the existence of a risk of national bankruptcy. Moreover, the adoption of policies of excessive decrease of interest rates in order to revive the recession may be counterproductive in countries with a developed economies and lead to an economic crisis. Conclusions and Relevance: for the last century, the changes that happened in the economic history of the Republic of Korea made it the model case of progressive economic development of developing countries. The history of Korea's economic development suggests presence of both positive and negative factors. Within the positive factors of the economic development of the Republic of Korea it is possible to note: planning of economic development, a potential for development of technology, ability to control currency, financial crisis management and free trade agreements. Negative factors for economic development were the loss of national sovereignty, disturbances in political, economic and social fields. In addition, people's desire to develop the national economy shows that the economic development could be accomplished successfully.
Purpose: of this work is to assess the possible corruption risks of economic entities of the Russian Federation. In order to achieve this goal, the following main problems were posed and solved in the work presented: the problematic of the appearance of corruption risks of an economic entity is disclosed; the concepts of modern assessment of corruption risks of economic entities of the Russian Federation are studied; an assessment of the current state of possible corruption risks in business entities and the possibilities for their further minimization are explored. Methods: the methodological basis of this article is the economic and statistical methods of analysis, regulatory documents in the field of assessment of the corruption risks of economic entities of the Russian Federation. Results: the results of the work were the development of the proposals for the solution of the problems of effective risk assessment and minimization of corruption risks. It has been established that the ability of a national socio-economic and political system of a society to ensure the integrated security of the life of modern society requires the coordination of a joint effort of state, social and economic structures and should be of systemic nature. Conclusions and Relevance: it is necessary to develop a qualitatively new program for development of a system of assessment and minimization of the corruption risks of economic entities in the Russian Federation, taking into account their following modernization and transition to a resource-innovative model of functioning. Conclusions are made about the specifics of modern approaches to the formation of an effective system of minimization of the corruption risks of economic entities of the Russian Federation. Practical implementation of these findings will make it possible to raise the activity of economic entities of the Russian Federation to a qualitatively new level, and the results of the article can be used for development of practical programs for ensuring the security of the national socio-economic and political system of society.
Purpose: the aim of the article is the role and influence of tourism on the development of the economy at all levels of the economic system (example: Republic of Crimea). The article considers the methodology for analyzing the indices of social and economic growth in the branch of the Republic of Crimea. The role and influence of tourism on the economy is considered. Tasks of the article: analysis of the works of foreign and domestic scientists on the role and influence of tourism on the development of the economy; to conduct an analysis of the sectoral structure of the gross value added of the Russian Federation; describe the growth of socio-economic indicators; identify the stages of the methodology for analyzing the indicators of the social and economic growth of the tourist industry; to give an analysis of indicators characterizing the socioeconomic growth of the tourist industry of the Republic of Crimea; construct the dependence of the amount of declared amounts of investment projects on the number of tourists who visited the Republic of Crimea. Methods: the dialectical method of scientific cognition was applied in studying the role and influence of tourism on the development of the economy, calculation and analytical methods for monitoring, measuring, analyzing and comparing indicators that characterize the social and economic growth of the tourist industry of the Republic of Crimea. Results: in modern conditions, the development of the tourism sector, as a source of sustainable development of the state economy, acquires priority development. The tourism industry has a huge impact on the economy of the region, being the locomotive of the development of many other branches of management and providing non-raw budget receipts. The analysis of the works of foreign and domestic scientists makes it possible to talk about the integrated mechanism of the role and influence of tourism on the development of the economy at all levels of the economic system and, in general, the national economy of the country. Its essence is as follows: the gradual increase in the socio-economic standard of living of the country's population increases its needs for rest and leisure, which increases domestic and outbound tourist flows. The coefficient of determination R² = 0.0191 showed that 1.91% of the variation of the "declared amount of investment projects, applications" is due to the variation in the sign "the number of tourists who visited the Republic of Crimea", and 98.09% of the variation is already associated with the impact of other factors not taken into account. Conclusions and Relevance: the spread of tourism is becoming a stimulating factor for the development of the tourism services sector: the tourism industry is growing in the budget, the number of employees in the tourism sector is growing. Increased investment in the tourism sector leads to the creation of tourist facilities and the development of tourism infrastructure, increases the attractiveness of the national sector of tourism services. This stimulates the growth of domestic and incoming tourist flows and ensures an increase in the country's socio-economic development. The social and economic growth of the sector as a whole is promoted by institutional support, developed state regulatory and legal regulation in the sphere of tourism, interaction of public-private partnerships, staffing, diversification of tourism products through the development of various types of tourism, thereby eliminating the reason for the seasonality of tourism enterprises and increasing income.
Purpose: the aim of the article is research of mechanisms of the forming, development and use of economic capacity providing for increase in competitiveness of entrepreneurial sports organizations. Providing of sports activities efficiency for all participants is the main objective of sports management. Interest in sport in Russia considerably increased in recent years therefore sports management becomes more and more actual direction. Effective management is needed for sport also as for any other action. Methods: the research is based on use of the following methods: systematization, analysis and synthesis, generalization, method of analogies, comparative analysis, methods of classification, scientific abstraction, induction and deduction; methods of observation, graphic and tabular methods. Results: management mechanism for entrepreneurial sport organizations is developed by author. The mechanism is based on the principles of an effektuation and self-organization. The practical importance of work is that the received results can be applied as methodical base in activities of the sports organizations to development of the strategic and tactical plans providing sustainable development. Conclusions and Relevance: the offered mechanism assumes that, a fiducial component is main component in management of the sports entrepreneurial organizations. The offered mechanism is orientated on risk minimization of the main business processes and using of development uncertainty as source of competitive advantages.
