MODERNIZATION
Purpose: the purpose of the work is to prepare reasonable proposals for the development of state support for investment activities – programs of diversification of enterprises and organizations of the defense industry. The relevance of the topic of this article is because the current state support mechanisms do not effectively stimulate the implementation of projects to diversify enterprises and defense industry organizations. Therefore, it is necessary to develop special regulatory documents that take into account the specific features of the organization of production and production of defense-industrial complex (first of all, the “State program for diversification of enterprises and defense-industrial complex organizations”) for a rather long period of time.
Methods: the methodological basis of the work is the dialectical method of scientific knowledge, as well as systemic and institutional approaches. In the course of the study, the procedures and instruments of state support for investment activities of business entities used methods of analysis and synthesis, comparison and analogies. The methodological basis of this article was legal documents in the field of investment promotion (Decrees of the President of the Russian Federation, Decrees of the Government of the Russian Federation, orders of ministries, etc.).
Results: the article formulates proposals on the methods and procedures of justifying calculations, as well as the procedure and conditions for the provision of target funds. The proposals were developed on the basis of the analysis of the specific features of the organization of production and military products manufactured by the defense industry, as well as existing legal documents in the field of state support for investment activities.
Conclusions and Relevance: аt the present stage of development of the Russian economy, the state must not only provide support to enterprises and organizations of the defense industrial complex in the form of concessional loans, subsidize interest rates on them, but also finance research and development costs from the federal budget. It should create interest among potential buyers in their acquisition of civilian products not only by economic, but also by administrative methods. At the same time, projects should be evaluated according to three criteria: the level of competitiveness of products in the world markets, commercial (financial) and budgetary efficiency.
Purpose: to study the significance of small and medium enterprises for the functioning of the modern Russian transaction sector.
Methods: the paper used General scientific research methods: analysis and synthesis, abstraction, generalization. The study used a comparative method and elements of economic analysis. The article also uses a graphical method of presenting information. The study was carried out on the basis of official statistical data provided by the Federal State Statistics Service of Russia.
Results: to achieve this goal, the article solves the following tasks: 1) A review analysis of the current state of the domestic transaction sector based on the study of statistical data on the activities of Russian enterprises and organizations. This formed the basis for further research. 2) Analyzed indicators of small and medium enterprises in the transaction types of economic activity. This made it possible to identify their role in the functioning of the transaction sector. 3) Studied the statistical indicators of the financial condition of small and medium organizations of the transaction sector, which showed the problems of their activities.
Conclusions and Relevance: currently, the transaction sector is a significant part of the domestic economy. This is evidenced by a General analysis of the statistical characteristics of the activities of Russian enterprises and organizations. At the same time, the majority of enterprises engaged in transactional activities have a private form of ownership. The study of the activities of small and medium enterprises showed that today more than half of them work in the transaction areas. In this regard, small and medium businesses can be considered an integral and very important part of the modern transaction sector. The flagship of the transactional activity in the business environment is small businesses. Their indicators significantly exceed the corresponding values of medium organizations. In addition, the main role of small enterprises is due to the immanent properties of small-scale companies. Nevertheless, the analysis of indicators of the financial condition of small and medium enterprises of transaction activities revealed their weak business and commercial efficiency, the presence of problems of solvency and financial stability. This threatens not only the viability of enterprises, but also the efficient functioning of the transactional sector. In this regard, there is a need to develop and conduct systemic activities aimed at supporting the development of Russian small and medium enterprises, as well as stimulating the development of the entire domestic transaction sector, consistent with the general strategy of economic development of Russia.
Purpose: the main goal is to simulate a process-oriented system for ensuring the quality of medical services in health care facilities in the Arctic zone of the Russian Federation. To achieve this goal, the following tasks were solved: formulated the main aspects of process-oriented quality assurance services in health care; a model was built for the implementation of a process-oriented system for ensuring the quality of services in the conditions of the Arctic territories; developed guidelines for the practical implementation of a process-oriented system to ensure the quality of medical services in the Arctic regions of the Russian Federation.
Methods: this article is based on an interdisciplinary concept of ensuring the quality of medical services provided in relation to the specifics of the functioning and development of treatment-and-prophylactic organizations based on a process-oriented approach.
Results: the most important direction of development of the national economy is to ensure an adequate level of quality of medical services provided in health care organizations and in the formation of patient-oriented service for end users (patients), which is especially important for the Arctic zone of the Russian Federation. The article analyzes foreign sources regarding the use of a process-oriented approach to the issues of ensuring the quality of medical services provided. Also in this publication a model of process-oriented quality assurance of medical services in the conditions of the Arctic territories of the Russian Federation is formed. Practical recommendations for the effective use of process-oriented mechanisms ensuring the quality of medical services in the Arctic regions of the Russian Federation have been developed.
Conclusions and Relevance: the materials presented in the article show the special role of the health care system in social and economic processes. The proposed model of ensuring the quality of medical services is recommended for use not only in the represented region, it could be effective for all organizations in the field of health care, regardless of the form of ownership and organizational-legal form, as well as territorial location. Research conducted in this article represents the development of scientific ideas about modern technologies to ensure the quality of medical services in a regional perspective. The practical application of its results will improve the procedures for managing the quality of services, organizing business processes of basic medical activities, including the production of medical services, as well as their service characteristics in relation to healthcare, taking into account current economic and social trends, and as a result ensure their sustainable development.
INNOVATION
Purpose: the article contains critical analysis and scientific review of research in the field of mergers and takeovers in the world academic literature and identifies the key factors causing the probability of losing a business in terms of business security in modern conditions of economic relations transformation. The following tasks have solved in the article to achieve this goal: scientific review and classification of academic studies on the problem of hostile takeovers in the interdisciplinary aspect of economic security have performed; key endogenous and exogenous factors that determine the threat of seizing business and the mechanisms for its protection against hostile takeovers have identified; possibilities of applying international experience in protecting against hostile takeovers under Russian conditions have analyzed.
Methods: the article uses a set of scientific methods for analyzing literary sources and statistical data, among which are: methods of induction and deduction, logical abstraction, causal, functional, system, historical and comparative analysis, etc.
Results: authors have identified endogenous and exogenous factors that increase the likelihood of hostile takeover, and have analyzed the impact of legislation and regulations on the activity of mergers and acquisitions in Russia and the world. The scientific review carried out by the authors is positioned in the existing set of studies and sets the directions for future research in the field of the economic security of business that are necessary for understanding this phenomenon.
Conclusions and Relevance: Russian and foreign studies in the field of mergers and acquisitions differ in the methods and form used to substantiate the findings and results of research. The problems of business security and protection against hostile takeovers have interdisciplinary nature, while the threats of hostile takeovers can be both external and internal. Improving the legal framework along with economic mechanisms will allow creating conditions for protecting the interests of investors, enhancing business activity and business efficiency. The measures used in world practice for protection against hostile takeovers are of limited use in Russia due to the relative youth of the phenomenon itself and the domestic capital market, as well as due to the specifics of Russian legislation. In this regard, it is necessary to continue further research in this sphere.
Purpose: the main purpose of the study is to analyze the impact of corporate social responsibility of transnational corporations on the sustainable development of the territories of its presence and on its basis to develop recommendations for the integration of domestic business in the implementation of social projects abroad. In this regard, it is necessary to summarize the real experience and identify the best practices of Russian TNCs, positioning themselves as socially responsible companies.
Methods: this article is based on the modern concept of corporate social responsibility – its understanding from the standpoint of the market approach to socially responsible behavior, state regulation of socially responsible practices, corporate conscience as a criterion of moral responsibility of the agent of economic relations, the theory of stakeholders, considering the Corporation as part of the social structure of society and responsible to a wide range of stakeholders. The study was conducted using the methods of comparative analysis, inductive-deductive and General logical methods.
Results: the analysis of the impact of corporate social responsibility of transnational corporations on the sustainable development of the territories of its presence. The importance of the return of moral criteria in the economic sphere, which form the basis for assessing the level of socially responsible business behavior, is revealed. The article substantiates the increasing role of TNCs in the sustainable development of the global economy against the backdrop of a shortage of foreign direct investment needed to achieve sustainable development goals. The necessity of dialogue between TNCs and the national governments of the territory of their presence on a wide range of issues of support for the national economy, social investment in local communities and solving environmental problems is shown. The best practices of Russian TNCs in the field of corporate social responsibility are reviewed. The recommendations on the integration of domestic business in the implementation of social projects abroad.
Conclusions and Relevance: one of the trends of sustainable development of the global economy is the recognition by economic agents of the importance and prospects of cooperation with ethically-oriented business, the imperative of which is corporate social responsibility. Investment by foreign affiliates of TNCs in the basic infrastructure, production capacity, social and environmental sphere of the territory of their presence should be considered from the perspective of corporate social responsibility. The content and volume of financing of corporate social responsibility programs by foreign affiliates of TNCs is largely determined by the specifics of the business. The implementation of corporate social responsibility, which has become part of the systematic approach of Russian business and is implemented within the framework of a common business strategy in foreign countries, is becoming an undeniable competitive advantage of Russian TNCs over foreign partners.
Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches).
Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study.
Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed.
Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents. The cybernetic model of the region's innovative development management system allows making a transition to using an integral approach of sharing scenario and project management in system modeling of the formation and implementation of IRR programs and effectively selecting management solutions for the further implementation of development programs (projects).
RESEARCH
Purpose: purpose of the scientific article is assessment of social and ecological and economic efficiency of an environmental system development on the example of railway transport. This purpose suggests the following objectives implementation: 1) to identify social and economic components of the environmental system on the basis of the developed model and to describe their features; 2) to develop assessment indicators of managerial decision effect and efficiency on the basis of the identified components of the environmental system; 3) to develop indicators of environmental and economic assessment of the effect and effectiveness of management decisions based on identified components of the system; 4) to suggest an algorithm for implementation environmentally safe and cost-effective management decisions based on the developed assessment indicators.
Methods: methodological base of the research is based on the following scientific methods: mathematical modeling, statistical analysis method, formalization.
Results: the authors develop the simulation game model which allows identifying social and economic components of environmental system and to develop ecological and economic indicators of efficiency assessment on the basis of previous periods. Upon the model the authors of the article have developed the algorithm of efficient social oriented managerial decisions-making.
Conclusions and Relevance: the developed game model allows assessing development efficiency of social and economic environmental system. In the development of the model the authors apply the concept of games with nature, also criterions of maximax, Laplace, Wald, Hurwitz. In addition, the model allows identifying components which influence managerial decisions, namely, environmental damages before and after implementation of a managerial decision, capital and operational costs indicators. On the basis of it the indicator and the criterion of managerial decisions risk-adjusted ecological and economic effect and efficiency assessment indicators have been developed. The algorithm of implementation of the environmentally friendly, socially oriented and cost-effective management decisions.
Purpose: the aim of the thesis – analyze the innovation development of the regions belonging to the Russian’s Arctic area.
Methods: the methodological foundations of the research are based on modeling scenarios, analysis of open statistical sources, projected estimates and calculations, projected methods. As open statistical sources were used the data of the official statistics, analytical materials of international organizations, federal and regional authorities.
Results: the result of the study is existing methods for assessing the innovative development of the regions, analyze of the innovation development among regions belonging to the Russian’s Arctic area. In addition, on the basis of the calculations carried out, the advantages and obvious drawbacks of the methods common today, as well as the presence of a connection between them, were identified.
Conclusions and Relevance: the calculations, which allow to evaluate the innovative development, showed that in the regions of the circumpolar zone there is a low level of innovative development, which in turn becomes an obstacle to the implementation of large investment projects for the development of new fields. In such conditions, it is necessary to create research and development sites, however, since there are no prerequisites, not in the territory of the Arctic zone, but adjacent regions, where prerequisites for scientific research have already been created.
Purpose: in the Arsenal of economic theory, there are many models applicable to the development of the country's economy. Currently, along with the need for the development of the digital economy, various paradigms are proposed, including advanced development. The purpose of the study is to show that advanced development is a multidimensional phenomenon, it includes many factors, including technology. The task is to reveal the role of technology in the advanced development of the region.
Methods: the methodological basis of the study is based on the use of a systematic approach and General scientific methods: scientific abstraction, analysis and synthesis, generalization, system-structural analysis, methods of statistical analysis and groupings.
Results: it is proved that in the conditions of increased competition between the countries the most acceptable is the transition to the paradigm of advanced development. The structure of the model of advanced development includes various factors, one of which is the technology with the capabilities that allow you to become important drivers of development. The adoption of the proposed approach will ensure sustainable technological development and increase the level of independence from external factors.
Conclusions and Relevance: in order to manage emerging new technologies a new way of thinking and behavior is needed, they must be supported by appropriate institutions. This conclusion is due to the fact that the development of new technologies is subject to a certain rule, which is mandatory. The implementation of advanced development becomes possible in the event that economic entities will be able to fully master all the functionality of new technologies.
