Abstract

Purpose: the authors aim to show the reality of the decision of the actual task putted by the Russian President V.V. Putin to transport builders: two times increasing construction of automobile roads and to ground fundamental principles of the Russian automobile roads network technological modernization, allowing solving the modern requirements of automobile transport.
Methods: in the present study the following methods were used: systemic approach, methods of social diagnosis, comparative analysis, method of expert evaluations, and method of statistical processing of information.
Results: the short characteristic of modern development and technical level of the Russian automobile roads network as the important part of the automobile roads material-technical base is presented. Realization process of the actual task putted by Russian President V.V. Putin to transport builders: two times increasing construction of automobile roads is analyzed. The reality of decision this task due to modernization roads economy material-technical base on the base of innovative technologies and progressive world experience in the field of roads construction is scientifically proved.
Conclusions and Relevance: in spite of losing now in decision of the actual task putted by Russian President V.V. Putin to transport builders: two times increasing construction of automobile roads, nevertheless the real possibilities to reach the important aim still remain. It may be done only due to scientifically grounded modernization of the roads economy material-technical base on the base of innovative technologies and progressive world experience in the field of roads construction.

Abstract

Purpose: investigation of the possibility of applying special regimes of economic activity on the territory of the Arctic zone of the Russian Federation.
Methods: the research methodology is based on methods of generalization, analogy, comparative and system analysis; the rules for assessing the effectiveness of the operation of special economic zones were used.
Results: the expediency of applying special regimes of economic activity in the Arctic zone of Russia is considered. Mechanisms for establishing and operating such special economic regimes as special economic zones, territorial development zones, territories for outpacing socio-economic development, industrial parks, technoparks and clusters have been studied. The possibility of linking the supposed support zones of development in the Arctic with special modes of economic activity is considered.
Conclusions and Relevance: the current trends in the social and economic development of the Arctic zone of the Russian Federation, the need to diversify the region's economy and attract investment determine the appropriateness of using such economic regimes that will contribute to the achievement of the objectives of state policy in the Arctic, taking into account specific conditions for managing the macroregion.
The study allows us to conclude that at present there is no clear separation between the indicated regimes. Their effectiveness and effectiveness is not directly dependent on the number of benefits provided.
At the present time, any of the existing special regimes in our country can be established on the territory of the Arctic zone of Russia. The adoption of such a decision should be based on a strategic vision for the development of the whole circumpolar region and its individual territories, and also be accompanied by an assessment of the falling incomes, planned tax revenues and the volume of benefits provided within a particular regime of economic activity., Moscow, Russian Federation

Abstract

Purpose: in article the author raises the aspects of the international cooperation in nuclear power. The author wants to analyse the multiplefactor analysis of the international regulation in the field of peaceful use of atomic energy and to reveal competitive advantages of the Russian Federation in this area.
Methods: the methodological base of the research was made by set of general scientific methods and methods of the economic analysis. In particular, such methods of the scientific analysis were used as system approach, method of the comparative analysis, synthesis and analysis. From economic methods was used the method of the analysis of the branch competitiveness.
Results: the author, raises the aspects of the international cooperation in nuclear power, comes to the conclusion that the specifics of branch cause need of comprehensive and close international interaction for prevention of distribution of dual-use technologies, for ensuring global and regional ecological and energy security, for ensuring the rights to use peaceful atom for needs of national economies and for observance of rules of the free market competition in such a complex branch of the world economy.
Conclusions and Relevance: nuclear power is a high-tech and innovative branch of the Russian economy. Today it is one of the most dynamically developing in the country, and also plays a significant role in the world energy. Among the competitive advantages of the national nuclear power industry is the development of new technologies, flexible price offers in foreign markets, etc. The development of the branch and the sustainability of Russia's competitive position in this area on foreign markets require the development of new proposals for different regional markets and the implementation of planned measures to support the level of competitiveness.
Сonclusions can be used as recommendations for developing programs to increase the competitiveness of the Rosatom State Corporation

Abstract

Purpose: the purpose of this article is to analyze the potential, opportunities and prospects of individual financial resources (personal savings) in investment process for Russian small business projects. The subject of this study is particularly relevant due to the fact that in recent years in Russian Federation the development of small business plays an important role in economic policy but there are a number of reasons that impede the development of this segment especially lack of financial resources.
Methods: in this article we used methods of qualitative analysis of relevant legal documents and statistical data; factorial, situational, and comparative approaches to empirical material on this subject, and the possibility of expert evaluation of emerging economic trends.
Results and Conclusions: the Russian government implements significant measures to support segment of small businesses but there is still a whole range of reasons that hinder their development. The most serious of them is the lack of investment. At the same time, we can see the trend between the growing range of possibilities of private investments from the state and businesses and no apparent needs for them among the general russian population. There is a huge potential expressed in the possible transformation of available savings of this population into investment. This approach can be implemented due to using of the innovative instruments, one of which is crowdinvesting.

Abstract

Purpose: this paper is based on the research aimed at the assessment of capacity for industrial cooperation of countries of Eurasian Economic Union and consideration of the opportunities for industrial cooperation related to the technologies of the digital economy.
Methods: the article is developed in accordance with the system approach, the system of general theoretical and economic methods: methods of positive and normative analysis, statistical methods of data processing and graphical presentation of information.
Results: assessment of level and the capacity for cooperation in the industry of the EEU is presented. The role of the digital economy in industrial production is defined. The directions of strengthening the cooperation ties between the industrial enterprises of the EEA member countries using the capabilities of the digital economy are identified, as well as those factors that need to be taken into account when stimulating the relevant organizational and managerial innovations. It allows to develop the industrial policy measures within the framework of the EEA.
Conclusions and Relevance: achievement of the goals of the EEA in the field of the industry is seen in the formation of a new paradigm of competition and cooperation of enterprises by deepening industrial cooperation through the introduction of the digital economy technologies. This provides a unique chance for overcoming the gap in the efficiency of industrial enterprises of the EEA member countries and enterprises of the leading countries emerged in the last quarter of a century based on competitive cooperation (coopetition). The results indicate that the EEA member countries have reached the depth of the division of labor in industry, which is expressed by a significant share of the exchange of intermediate goods, but the trend of further deepening of cooperation is not observed. Although by now the technologies of the digital economy have mostly found their application in electronic commerce and finance, the article identifies those that can and should become the foundation for innovations allowing to integrate elements of competition and cooperation of enterprises in the real sector of the economy.

Abstract

Purpose: the main goal of the publication is to make a comprehensive study of the possible application of the cluster approach to improve the competitiveness and innovation activity of enterprises of the defense industry complex.
Methods: the methodology of the research is based on the collection and analysis of initial data and information, the article uses a systematic approach to the study of socio-economic processes and phenomena. The research is based on modern theory of competition, innovation, as well as the modern paradigm of cluster development of the economy. In preparing the study, practical materials from Corporation “Rostec”.
Results: the article gives the notion of cluster, the prospects for the use of the cluster approach to enhance competitiveness and innovation enterprises of the military-industrial complex. It is noted that the activation of interaction with the “civil sector” is particularly relevant in the context of the reduction of the state defense order, and the theory and practice of cluster management offers a number of forms of cluster interaction between the enterprises of the defense industry and the civil sector. It is emphasized that the development of cluster mechanisms can solve a number of problems related to the insufficient financial stability of defense industry enterprises in the context of a reduction in the state defense order, low innovation activity and the lack of developed models of interaction with small innovative enterprises. Ultimately, the use of cluster mechanisms in the development of defense enterprises is intended to enhance the competitiveness of the complex, both nationally and globally. It is stated that the existing clusters are not able to fully solve a number of specific tasks related to the diversification of integrated defense industry structures. Attention is drawn to the fact that existing clusters are not able to fully solve a number of specific tasks related to the diversification of integrated defense industry structures, such as the need to use information constituting state secrets, interaction with military representatives, various military state standards, special terminology. Recommendations are given on the activation of the potential of clusters with the participation of defense enterprises, for which it is proposed to initiate, in the established procedure, procedures for amending the legislation regulating industrial policy issues, to form additional organizational, legal and financial-economic preconditions for the cluster development of the military-industrial complex.
Conclusions and Relevance: conclusion is drawn that the development of clusters based on the defense industry enterprises can be used, first of all, to diversify production and increase the output of civil high-tech products. To activate the cluster mechanism it is recommended to form additional organizational, legal and financial-economic prerequisites.

Abstract

Purpose: the main purpose of the article is study the current prerequisites and trends of the economic development of the Perm Region to formulate proposals and recommendations within the framework of the program for the long-term development of regional social and economic systems. The main hypothesis of the article is that the social and economic development of the Perm Region requires the creation of innovative ways to develop promising areas of business based on relevant trends and assumptions.
Methods: the methodology of solving the tasks is based on the use of the method of dialectical research, methods of economic analysis, forecasting, situational and system analysis, expert assessments and analysis of empirical data.
Results: the results of the work are to study the economic processes in the region, including indicators and indicators of the region's social and economic development, and further develop recommendations and proposals for the development of priority areas in project management and selection of optimal project planning models to ensure sustainable development of the region and its competitiveness.
Conclusions and Relevance: priority goals for solving the current economic problems of the Perm Region are to increase the income of the population and increase the revenue of the regional budget. To increase the pace and ensure the stability of economic growth, increase the real income of citizens, achieve technological leadership, a consistent solution to a number of specific tasks is necessary. It is important that the implementation of economic policy should be based on building partnerships between public authorities and entrepreneurship, aimed at increasing the efficiency of companies and the development of the economy of the region.

Abstract

Purpose: to study and evaluate the motivational and psychological readiness of health managers to introduce and use tools and approaches to develop and improve professional performance in the context of the modernization of the health-care system, the growing need for highly skilled management skills.
Based on proven methods of research, international experience and our own research, the authors proved the feasibility of using coaching as a technology of training on cycles of training, ensuring the formation and development of valuable personal qualities and professional competencies of the heads of medical organizations.
Methods: in the present study, the following methods were used: systemic approach, content analysis, methods of social diagnosis (questionnaires, interviews), comparative analysis, method of expert evaluations, method of statistical processing of information.
Results: reviewed and proposed approaches to use modern technology management training of health aimed at improving the efficiency of healthcare organizations.
Conclusions and Relevance: heads of the medical organizations have a high level of motivation and psychological readiness for professional development, effectiveness of professional activity, to achieve the goals of the success of the activities of medical organizations in modern conditions.
Coaching is one of the effective combining of different methods and techniques instrument affecting the results of the activities of individuals and the organization as a whole. In scientific research, devoted to increase of efficiency of activity of managerial staff in the healthcare, not defined methodological approaches to the use of coaching in professional development and improving professional activity of heads of medical organizations. Coaching in educational activities based on interdisciplinary scientific and practical achievements, the range of effective educational methodologies, techniques and approaches that can be actively used in educational process for formation of universal and professional managerial competences in the framework of the competence approach.

Abstract

Purpose: the article examines the main problems associated with the extension of arbitration of domestic and international financial disputes in Singapore. The characteristics of the development of international commercial arbitration in Singapore, including the role of the Singapore International Arbitration Center SIAC, examined the new SIAC Arbitration Rules - the Arbitration Rules of 2016 and the Investment Arbitration Rules of 2017, as well as the Arbitration Regulations of the Singapore Exchange 2006 and the Arbitration Rules Singapore Exchange on the Derivatives Trade 2005. In order to achieve this goal, the article must solve the following tasks: to determine whether there are institutions providing services in Singapore and on the arbitration of financial disputes; to study the main problems of transferring a cross-border financial dispute to international arbitration; to study the practice of international arbitration on this issue.
Methods: this article is based on an interdisciplinary concept of research, which allowed to distinguish the distinctive features of the legal regulation of the settlement of financial disputes in Singapore.
Results: the provisions of the Arbitration Rules of 2016 and the Investment Arbitration Rules of 2017 are innovative not only for the SIAC Center, but for all international commercial arbitration as a whole. The new regulations of the SIAC Center enshrined provisions for the consolidation of arbitral proceedings in disputes from two or more treaties; on attracting additional parties; the refusal of claims or objections at an early stage if the claim or objection is manifestly unfounded from a legal point of view or the claim / objection is obviously beyond the jurisdiction of the Arbitration Tribunal; on delocalization of the place of arbitration; additions to the provisions on extraordinary arbitration and the procedure for accelerated production. The new Arbitration Rules came into force on January 1, 2016 and proved itself from the very best side. The statistics of the SIAC Center for 2016 were unprecedented.
Conclusions and Relevance: the materials presented in the article show the special role of arbitration in resolving domestic and international financial disputes. The practical application of its results will improve the Russian legislation in the field of resolving financial disputes.

Abstract

Purpose: to analyze participation in the international trade of the separate groups of the countries - developed, developing and also with a transitional economy. Not only the level of development of their economies, but also the economy type, ability of transformation in market economy is the cornerstone of division of the countries. Dynamics of indicators from 2000 for 2015 is considered. The particular emphasis is placed on asymmetric influence of crises that is connected, first of all, with distinctions in structure of the economies, presence and prevalence of an oil and gas component of export at the certain countries to which number it is also possible to carry Russia.
Methods: the author uses wide methodology, including analysis, synthesis, scientific abstraction, temporary extrapolation, mathematicalstatistical and graphic methods.
Results: the revealed trends of development allow to reveal the prospects of further speeding up of positions of so-called high-growth economies at preservation of the leading role of developed countries. At the same time the role of Russia, despite a high level of gas and oil in its export, increases that is confirmed by growth not only absolute, but also relative indicators.
Conclusions and Relevance: the materials stated in the article represent not only scientific, but also practical interest as allow to estimate the prospects of participation in the international trade of actors of the various groups of countries taking into account the level of their economic development. The main countries drivers among the developed countries, developing countries and countries with economies in transition are defined; the main exporters and importers are revealed; the commodity structure of the world trade and the largest exporters are determined by various commodity positions; the commodity and geographical structure of the foreign trade of the developed, developing countries and countries with economies in transition is characterized for this purpose. Shift of the centers of influence towards the developing economies allows drawing conclusions on the level of the international competitiveness of their economies, however high sensitivity to the crises says about immaturity and need of further building of the hi-tech and service sector that it is more characteristic of the developed countries. Russia continues to take the central place among the countries with economies in transition, being focused in foreign trade on the EU and China. Structural disproportions in its national economy predetermine high sensitivity to pricing on power raw materials without which decrease speeding up of positions on the world scene is impossible.

Abstract

Purpose: the article examines the main problems associated with the extension of arbitration of domestic and international Islamic financial disputes in Malaysia. These include the specific features of the legal regulation of Malaysia, excluding the resolution of certain categories of cases by way of arbitration, and the lack of legal certainty in the submission of cross-border contracts in the field of Islamic banking to Sharia law.
To achieve this goal in the article you must accomplish the following tasks: to determine whether there are institutions in Malaysia providing arbitration services for disputes in the field of Islamic banking; investigate the reasons for the unwillingness of the parties to a financial dispute to transfer it to arbitration; to identify the main problems of transferring a cross-border financial dispute to international arbitration; to study the practice of international arbitration on this issue.
Methods: this article is based on an interdisciplinary concept of research, which allowed to distinguish the distinctive features of the legal regulation of the settlement of financial disputes in Malaysia.
Results: currently the popularization of arbitration permits for domestic and international financial disputes in Malaysia faces difficulties due to both internal reasons and the traditional approach of Islamic banks to include in contracts the reservation of subordination of the provisions of the contract to the law of England or the United States in conjunction with the reservation clause financial disputes in the courts and arbitration of these states. Nevertheless, one can assume with great confidence that, following the development of Islamic banking, so-called Islamic arbitration will spread in Malaysia.
Conclusions and Relevance: the materials outlined in the article show the special role of arbitration in resolving domestic and international disputes in the field of Islamic banking. Practical application of its results will improve the Russian legislation in the sphere of resolving financial disputes.
