Abstract

The task of accelerated modernization of Russia may be solved provided objective causes of the system crisis spread all over the country as a certain mankind system are revealed and efficient crisis way-out instruments are found. These instruments are determined in the article on the basis of a new method. It is demonstrated that only two mankind association development paradigms have existed over the long period of the history of mankind. Cycles, crises, utter confusions and other negative phenomena have been natural products of the second development paradigm, the
time factor playing most negative role therewith. Disproportions and desynchronization of all processes in time and space may be eradicated only if relations with every individual and his interests over the whole of his spiritual and material demands are synchronized with production that covers these demands; nothing extra should be produced. The new life arrangement model at every local level is actually the former first development paradigm based on the production/demand direct interrelation realized at a new hi-tech level.

Abstract

Successful functioning of the industry that provides for safety of organizations and physical entities exercises strategic impacts on development of society and economics of any state including Russia. Economic safety of Russia is directly linked with economic and information safety of its
business structures. Extension of the scope and use of services offered by experienced state and private security enterprises including licensed individuals is one of most important directions of business safety perfection. Further improvement of Russian legislation on non-governmental
security structures and coordination of their activities with those of state law enforcement bodies is obligatory condition of attaining higher
public and economic safety levels.

Abstract

Various intellectual property (IP) estimation approaches and innovations in this field are discussed. Problem situations and «bottlenecks» in the economic mechanism of transformation of innovations into useful products and services are defined. Main international IP evaluation methods are described, particular attention being paid to «Quick Inside» program defined as latest generation global expert system. IP income and expense evaluation methods used in domestic practice are discussed. Possibility of using the Black-Scholes optional model to estimate costs of non-material assets is studied.

Abstract

In the hi-tech sphere, business integration forms widely wary. Particularly interesting is a way of such integration practiced in Japan through associations called «keiretsu» whose functioning mechanism is considered in detail. Specific features of this approach make it advantageous in
comparison to classic western firm integration ways. Still, experiences gained in USA and some European countries, particularly in Finland, are of interest for Russian hi-tech business too.

Abstract

Fundamental laws govern all complex flow systems, including natural ecosystems, economic and financial systems. Natural ecosystems are practical examples of sustainability: enduring, vital, adaptive. The sustainability of any complex flow system can be measured with a single metric as emergent property of its structural diversity and interconnectivity; it requires a balance in emphasis between efficiency and resilience. The urgent message for economics from nature is that the monoculture of national currencies, justified on the basis of market efficiency, generates structural instability in our global financial system. Economic sustainability therefore requires differentiation in types of currencies, specifically through complementary currencies.

Abstract

The innovative economics model is examined in its interaction with the environment that includes such components as science, society, state, education, business and market as well as safety and court systems. Three main RF economics innovative and active development strategies are suggested and discussed: «resource-export», «resource-science» and «resource-innovation» strategies. Preference is given to the resourceinnovation strategy characteristic with multiple effect resulting from innovations used to update domestic technologies and to restructure the processing and manufacturing industries. An instrument called «Road map» is developed as a set and succession of measures required for Russia to transit to innovative economy.

Abstract

Creation of tools making it possible to efficiently control financial and production capability of industrial corporations making part of the Russian military-industrial complex are discussed for aviation enterprises as an example. A system of balanced indicators is proposed to be used to develop corporation’s adaptive management strategies. The enterprise production activity financial optimization task is solved on the basis of specific cost optimization criteria by means of linear programming. Economic mathematical models are proposed to optimize the scopes and
time terms of financing to be attracted over the planning intervals.

Abstract

Corporate agreement as law construction is new for Russian legislation. Law nature of corporate agreements and their place in the legislation system are discussed. Certain provisions of these documents contradict effective Laws on joint-stock companies and on limited-liability companies
making practical use of these documents vague. Joint-stock agreements overwhelm in the corporate agreements. Corporate agreement norms are to be adapted to Russia laws by changing the imperative character of the latter to the alternative one. The law analogy approach should be
applied to corporate agreements.

So far as Russian youth policy in the field of education is concerned, there are problems that form a barrier across the way to innovative development of the country. In order to solve these problems, the society is to apply various and long-lasting efforts to improve the young generation’s self-consciousness and self- confirmation as prerequisite of realization of the innovative Russian
economics modernization policy. Higher schools should render stronger impact on the current youth policy in the country. ISMGS makes a lot in this direction. Abstract

Uneconomical use of natural gas in Russia results from certain causes. Gas is supplied on the basis of special norms, while gas payment rules are governed by documents based on other principles. Actual savings in gas are not stimulated. Interests of the parties participating in gas extraction, transportation, delivery and consumption do not completely coincide. Logical scheme of coordination of aims and interests among gas producers, gas suppliers, gas consumers and the state is provided for to attain an effective natural gas saving system.

Strategic for power selling companies (PSC) are buying, selling and investment activities. Buying activities are to be planned, selling activities predicted and both optimized by PSC on the basis of price and consumer number dynamics with due account of other factors. Very important is to develop the market of derivative instruments (derivatives) as part of the risk management mechanism at all levels including that of the state, to use up-to-date and ecologically favorable technologies as well as renewable energy sources with due account of ecology improvement measurement costs.

Abstract

Housing and communal services in Russia are provided by state or municipality owned so-called unitary enterprises. At present, most of these enterprises are at the brink of bankruptcy. Privatization in the field of housing and communal economy (HCE) sector is one of most efficient instruments of improvement thereof. Particular feature of the author’s approach to evaluation of the total or partial cost of such enterprises is summing up the values of the element-to-element property assessment on the basis of the enterprise’s net assets. Described in the article is a system and succession of steps to be followed by private entities formed on the basis of HCE enterprises’ whole or partial property or acquiring rights thereupon.

Education system in Russia is full of drawbacks. Main ways to remove them are discussed. From secondary school up, current approaches to vocational guidance of young people should be changed. Possession of knowledge and its practical application should have priority over carrier. Paid education badly impacts the competition principle of admission to educational institutions. Candidates to university/college admission should be differentiated according to the level of knowledge and study motivation. Contents of textbooks should correspond to actual situation
in respective branch or knowledge application field. Qualitative programs are to be created and used to teach beginning entrepreneurs.

Abstract

At present, Russian housing market is characterized, on one hand, with acute shortage of dwellings for absolute majority of the population and on the other hand, with existence of many obstacles that block the market to develop so as to solve this problem. Housing market development trends are discussed along with due consideration of the state housing policy. There are several main directions of this development: increasing scope of little-story and economy class buildings, increased use of resource-saving technologies and widening the practice of public-private partnership. At the same time, state financial support to housing construction is planned to get gradually decreased.

Abstract

The Northern Sea Route (NSR) represents a serious alternative to traditional so-called «southern» sea transportation routes passing through the Suez Canal. Data on the present and on most optimistic prospective scopes of transportation over NSR for different types of goods are presented in the article. Among main factors working for the optimistic perspective with respect of NSR there are measurements stipulated in several Russian governmental decrees, global rise in temperature and feasibility to develop natural resources abundantly available in the arctic areas of Russia. Still, there are negative factors such as the need of massive investment to transportation means and to local infrastructure, risks associated with the probability of particularly severe arctic natural phenomena and provision for safety in many aspects.

Abstract

Interrelation between satisfaction with person’s professional activities and carrier growth was studied on the basis of three professional groups: layers, economists and managers. The study was carried out using three traditional methods updated by the author. Resulted from the study are
correlation ties between the parameters examined, due regard being paid to respondents’ personal features. The centered component proved to be of great importance for the potential of carrier growth. Factor examination proved that the validation and the common sense factors contribute to this component to greatest extent, the factors being linked with confidence in current and future tasks as well as with ability to formulate life problems and to see ways to solve them.

Financial and industrial groups in Russia as well as in other countries have got formed through concentration of capitals and production forces; however, Russian corporate structures originated under conditions of quick privatization of state property in the course of the country’s transition
to the market economy. Management system of Russian corporations is governed mainly by numerous legal documents contrary to similar structures in economically developed countries. In Russia, there are many state-owned corporations used by the government to adequately
control the country’s economy, while in developed countries such corporations are used as competition optimization means. State participation in corporations’ activities is a must to support socially important unprofitable productions and services.
