Abstract

Purpose: to justification of the need to develop new-generation domestic technologies that ensure the competitiveness and stability of the Russian economy to external challenges. Using the laws of accelerated development of various systems, objects and processes of the material world will allow us to construct a mechanism for analysis, decision-making and management of the justification, development and implementation of new generation technologies.

Methods: the research method is based on the generalization of forecasting the accelerated development of various processes under the conditions of growth restrictions, methods for constructing targeted information-logic models, decision-making methods for justifying the costs of upgrading one-generation technology options and analyzing domestic and foreign technology development experience new generation.

Results: within the space of creation and development of new generation technologies, in accordance with the well-known concept of the full life cycle, the process of development and implementation of new generation technologies in the form of a logistic curve has been specified. The solution to the problem of managing the creation of new generation technologies is presented as the fastest possible implementation of projects to search for innovative solutions that meet the requirements of competitiveness. Mathematical models of the formulated problem are considered. Examples of practical tasks for managing the development and development of new generation technologies are given.

Conclusions and Relevance: the dynamics of development and the economic conditions for the transition to technology modernization are determined by the need for further development of new generation technologies in the interests of full use of the innovative potential of this generation. Information-logical and mathematical models have been developed for making decisions on managing the justification of the necessary resources for the implementation of projects in the full cycle during the transition from innovative solutions to new technologies and innovative products.

Abstract

Purpose: development of an economic-mathematical model for quantifying the economic processes of the constituent entities of the Russian Federation as part of the implementation of regional strategic planning procedures as an instrument for solving the problems of modernizing the Russian economy. To achieve this goal, the following tasks were solved: requirements for the model were formulated; composition fixation and categorization of economic processes completed; the layout of numerical indicators; justified the use of the modeling method; the proof of model performance.

Methods: in the study of the problem, the search and development of solutions, methods of comparative analysis, economic and mathematical modeling (regression analysis, correlation analysis, factor analysis, index methods), statistical data processing methods, as well as specially developed application software were used. The regional economic system is considered as a structure that includes a number of autonomous subsystems, each of which is characterized by certain objectively measurable indicators.

Results: an economic-mathematical model of the regional economic system of the subject of the Russian Federation has been developed, the functionality of which is sufficient to justify causal relationships between indicators characterizing its current state. Seven systemic economic processes are formalized, the corresponding pairs of «factor-indicator» are arranged, where the factor is an indicator directly controlled by regional authorities, and the indicator mainly shows the macroeconomic quality and dynamics of the process. The proof of the model’s performance was carried out by the experimental method, including in the calculations the indicators of the constituent entities of the Russian Federation that are part of the North-West, Volga and North Caucasus federal districts.

Conclusions and Relevance: applying the developed methodological and practical approaches in practice, it is possible to reasonably solve the problems of regional strategic planning, that is, to form a system of priority long-term guidelines that can be achieved using the appropriate set of measures. It is assumed that the applied solution developed for the purposes of this study, subject to its refinement and adjustment to the tasks of a particular region, can become the core of a development management decision support system.

Abstract

Purpose: the main purpose of this article is to present and develop a cyclic approach in the theory of innovation. This section of economic theory is based on the understanding of the innovation process as a dynamic system that develops (depending on the type of innovation) within the medium or long-term cycle. The cyclic approach has an insufficiently studied subject of research. In theoretical and practical aspects, this approach is very poorly developed, despite its prospects for this method. The application of the cyclic approach in the practical sphere will increase the effectiveness of activities planning in the field of the state innovation policy, as well as increase the efficiency of the state resources using.

Methods: a set of methods of theoretical research is used, including: logical, system and abstract methods, as well as specific scientific (special) research methods. Based on the study of a wide range of scientific literature, as well as statistical and factual information on innovative issues, models (modeling method) were drawn up, which were graphically fixed in the figures illustrating the main provisions of the article.

Results: this article develops the cyclic approach to the innovations study, proposed in the works of foreign and domestic scientists. The article describes and presents a scientific method of innovative processes management, called "triad of innovative and transformative activity". The article also contains a brief overview of the cyclic method development in the works of domestic and foreign researchers, giving a general idea of the elaboration degree of the scientific question.

Conclusions and Relevance: the analysis of the main theories and concepts in the field of innovation, gives reason to argue that scientific views on the implementation of the innovation process contain a serious omission. It consists in the fact that it does not take into account the influence of cyclical conditions of various medium-term cycle phases or long-term cycle stages. In practice, this leads to asynchronous processes that prevent the effective innovation activities.

Abstract

Purpose: to reveal possible directions of the development of the radio electronics industry of Saint-Petersburg on the basis of the research of its features, and to propose economically reasonable alternative in relation to the current situation.

Methods: the article is based on the analysis of modern literature on the development of Russian mechanical engineering, in particular the radio electronics industry, processing of annual financial statements of enterprises of the radio electronics industry of St. Petersburg for the period 2013–2017. The article uses the following methods: analysis, synthesis, grouping, comparison, observation, generalization.

Results: the literature devoted to the radio electronics industry, its transformation and development is critically analyzed. It is concluded that there are only theoretical developments and it is necessary to research the dynamics of cost indicators and qualitative transformations of the production activity of enterprises. The scheme of composition of radio electronics industry products in relation to production processes is presented. Data sources for the enterprises of the radio electronics industry are described. The author presents a sample of enterprises.

To obtain the results of the study, the following feature of the radio electronics industry in Saint Petersburg is highlighted: the concentration of many manufacturers of various products with almost identical production processes. Various scenarios of development of the explored enterprises are described.

On the basis of research of coefficients of input of the equipment and sales growth for the period of 2013–2017 we grouped the enterprises. We revealed, that the greatest economic effect from optimizing the organization of production activity can be achieved in medium-sized enterprises.

A way of the most effective use of the current situation in the industry is proposed, which consists in creating a software platform that unites the production equipment of enterprises of the radio electronics industry. The prerequisites for the implementation and usage of the proposed software platform are researched.

Conclusions and Relevance: the author propose the option of the most efficient use of the existing situation in the modern industry (nonoptimal distribution of the equipment). The option consists in creating a software platform that will unite all the production equipment of the enterprises in the information network for the purpose of optimization of the machine utilization. This suggestion matches the trends of modern scientific researches and may be carried out by using modern digital technologies. The proposed recommendations and results are reasonable to use in the development of the state industrial policy and in designing a strategy for the production by the enterprises.

Abstract

Purpose: the article analyzes the tax policy of the Russian Federation and judicial practice of the cases related to tax legislation from the standpoint of business safe development and protection of state interests; contains measures that allow the formation of adequate tax relations between the state and business aimed at the development of the national economy.

Methods: tax relations consider in two aspects: from the position of state interests, on the one hand, and subjective perception of business, on the other. In the research process, economic and statistical methods for processing analytical data, graphical and tabular methods for visualizing research results used, as well as methods for complex, system, comparative and structural-functional analysis and traditional general scientific methods: analysis, synthesis, induction, deduction, comparisons, generalizations, analogies, etc.

Results: the author has performed an analysis of the structure and dynamics of tax revenues to the budget system of the Russian Federation and the results of the consideration of tax legislation application in terms of meeting the claims of various parties and the amounts recovered from lawsuits of tax authorities and taxpayers. The features of the regulatory framework to protect the interests of the state and business in the field of tax relations have considered. The key threats and opportunities for development at different levels of the functioning of tax relations have identified and specific measures aimed at improving the mechanism of tax relations between the state and business have proposed.

Conclusions and Relevance: analysis of judicial practice shows an increase in the fiscal focus of the results of the consideration by the Arbitration courts of the cases related to tax legislation. The formation of a set of specific organizational and legal measures in the field of taxation aimed at improving business protection is necessary for protection of the state interests and the safe development of the national economy. They are the organization of effective interaction of business with regulatory authorities; reduction of taxation of investments in fixed assets; development of mechanisms for protecting the rights of investors.

Abstract

Purpose: the purpose of the study is to analyze the state of technological development and technological structures of the region, identify the features of knowledge management and develop a model for using new knowledge using digital technologies.

Methods: the research is based on the use of the methodology of the system approach, the use of methods of economic and statistical analysis, scientific abstraction, analogies and scientific generalizations. During the development of the proposed topic, classical and modern works of domestic and foreign scientists, statistical and empirical material collected in the course of field research were used. In the part concerning the technological development of the region, aspects of the theory of technological structure are used in the interpretation of domestic and foreign researchers. The experience of determining the integral indicator of the state of technological structure in the region's subjects was used.

Results: the study showed that in the economy of the studied district there is a high lack of demand and immunity of scientific results from the real sector, as well as significant demand constraints, which in turn are associated with the fact that the conditions for competition are insufficiently developed here. The district subjects have not developed strategies for switching to a new format of development using innovation and digital technologies.

Conclusions and Relevance: it is necessary to change the existing practices and policies, each region needs to develop its own mechanism and approach to the digital economy and technology transfer, depending on its characteristics. The proposed model of knowledge management based on the use of digital technologies and artificial intelligence can become one of the tools for realizing the potential that the district has. Using new technologies and technological developments, it will be able to fit into the new technological order and ensure economic growth.
