Abstract

Purposethe purpose of this study is to present the results of the analysis of the state of innovative development of the economy, identify the reasons that impede such development, and assess prospects for the medium term.

Methods: the methodology of the work is based on a comprehensive statistical analysis of the dynamics of the effectiveness of innovation activities, as well as assessing the impact of innovation on technological development. To identify the reasons hindering innovative development, the methods of constructing information-logistic models were used, which allow establishing significant interrelationships in the chain of "shortcomings – causes – ways to overcome them." At the same time, the methods of system design of the progressive economy model were used, in the case of which it is possible to reduce the identified shortcomings.

Results: concluded in the comparative evaluation of the results of innovation activities and their impact on the processes of technological development in Russia. Also listed are the main reasons that inhibit innovation development.

Conclusions and relevancepossibilities of positive influence of the innovation sphere on the recovery of economic growth essentially depend on the duration of the time interval. In the near future (1–3 years), such influence is extremely limited, and probably, first of all, with the import substitution of components in the interests of the military-industrial complex. Useful participation in the restoration of economic growth in the near future can take the previously performed, so-called "sleeping innovations and technologies".

However, it is important to maintain renewable growth rates in the medium term. To do this, the innovation sector should be oriented towards solving problems in certain, most priority areas. Moreover, the mechanism of such orientation can be represented in the form of feedback of an innovative reproduction circuit, the mandatory components of which are consumer companies of basic technologies, expert-analytical centers, research institutes, RAS, universities, technoparks and engineering centers. A possible form of organization of their joint activities may be consortia, and the duration of programs for the creation of competitive basic technologies can be 5–8 years. To ensure the full and stable interaction of the RAS, universities, the Government of the Russian Federation and domestic companies, it is advisable to prepare a multilateral agreement between them that will reflect the responsibilities of equal participation of each of the parties in restoring the potential of a full innovative reproduction cycle in the interests of innovative development of the economy and society.

Abstract

Purposethe research paper purports to substantiate the must and opportunity of consistent combination integration of the policies of technological modernization, transition to socially-oriented economy and sustainable spatial development as an imperative requirement of the Arctic zone of the Russian Federation (AZRF) re-development.

Methods: research methodology and methods employ interdisciplinary approach which integrates specific tools of research of economic, sociological, political science, ecological, legal and other issues of spatial systems’ functionings.

Results: the obtained research results reveal that provided for budget constraints, volatility of hydrocarbon prices, ongoing international confrontation, climate change and other external and internal challenges socially and ecologically oriented technological modernization should become a priority of the AZRF state (public) and corporate policies. The issues of technological modernization should be tackled and solved concurrently with those of healthcare and supporting of the working capacity of industrial personnel, and reduction of the risk to local environment and communities. Case studies illustrating successful implementation of the above policies in the mining and energy sectors in selected AZRF regions are introduced.

Conclusions and relevancesubstantiated is the conclusion of imperative of the public policy stimulating socially and ecologically oriented technological modernization in the AZRF. Implementation of this policy should be preceded by the exhaustive inventory (survey) of the technical condition of each and every industrial, civil engineering and social infrastructure facility to reveal critical elements (areas) of technological obsoleteness and deterioration and provide assessment of the amount and sources of the resources necessary for the early (urgent) phase of technological modernization. Whatever the issue is considered the proposed solution should involve a full-fledged investment project which is a complex but solvable task of the modern state governance.

Abstract

Purposeobjectives of research: 1) Justification of a new role of import-substituting strategy as factor of large-scale import-substituting industrial revolution in the Russian Federation, an economic development driving force; 2) Confirmation of expediency of complex synergetic innovative tools of state support on decrease in import technology dependence of the Russian Federation, increase in dynamics of industry growth, technological potential and export of technologies; 3) The proof of progressiveness of scaling of import substitution as new key strategy of Russia development taking into account the best international experience, public and private initiatives and risks of import substitution.

Methods: the methodology of the work is based on a modeling of scenarios, analysis of open statistical sources, projections and calculations, forecasting methods.

Results: on the basis of the analysis of statistics a positive assessment is given to methodologically progressive instruments and mechanisms of realization of strategy of import substitution in the Russian Federation with the proved or potential efficiency taking into account national specifics. New national advantages and benefits of overcoming the degrading consumer market in Russia in 2014–2015 are shown. Processes of transformation and creation of the new national market on the basis of import substitution are described. The forecast of achievement of planned targets for import substitution programs in the Russian Federation on condition of further total economy modernization for import substitution is developed.

conclusions and relevancethe statistics of large-scale revolutionary transition of the enterprises of the Russian Federation to a full cycle of production instead of the short technological chains which have taken roots in the last 20 years is collected. The problems and risks which are slowing down progress in import substitution in the Russian Federation are revealed. The role of RAS as chief scientific expert of the Russian Federation in realization of policy of import substitution is noted. The methodology of state support from the Industry Development Fund and Rostec is estimated. Strong advantages of a regional component of the state program approach in import substitution are revealed. Methods of strengthening of regional industrial competences and their global marketing as state support instruments are revealed.

Abstract

Purposethe aim of paper is comparison of various strategies for the development of fundamental science and the formation of procedures for selecting priorities for the development of fundamental scientific research for the strategies examined.

Methods: the research is basedonasystematicapproachtoimprovingthestrategicmanagementofthedevelopmentofbasicscientificresearch. Methodical basis of the research are methods of systematization, synthesis, generalization, analogies, classification, situational analysis, analysis of empirical and expert data.

Results: an analysis of four possible strategies for the development of fundamental scientific research in the Russian Federation was carried out. Their positive and negative sides are revealed, risks of their realization are highlighted. For each strategy, a procedure is proposed for selecting priorities for the development of basic scientific research. The possible impact of strategies on national security and economic development in the long term is shown. Comparison of these strategies is carried out.

conclusions and relevanceaccording to the authors, the most favorable from the point of view of scientific, technological and socio-economic development of the country is the Strategy for the Development of Basic Research on a Broad Front. However, it requires an increase in the resource provision of science and a change in approaches to the management of science. Next on attractiveness is the compilation of two strategies – the Development Strategy for a narrow specialization and the Strategy of catching-up development for the rest of research. Depending on the chosen strategy for the development of fundamental science, it is necessary to give a different list of works on the formation of priorities for fundamental research, the description of which is given for each strategy considered.

Abstract

Purposethe main purpose of the article is to study the current state of the investment and innovation process in the regions of Russia. To achieve this goal, the article solved the following problemsthe: to describe measures to ensure a balanced innovative growth of Russian regions; to substantiate the need for large-scale increase and effective use of investment funds to stimulate the transition to a new quality of economic growth based on the deployment of innovative processes; to investigate the problems of development of large and small business in the regions, as sources of innovation and job creation; to carry out an analysis the cluster approach as the most priority area with great potential for creating new competitive advantages of the regional economy; to evaluate the effectiveness of management tools that have a direct impact on the innovation space in the regions.

Methods: the study was conducted using systematic, logical, comparative analysis, grouping and generalization methods, which made it possible to ensure the validity of the results and conclusions of the study.

Results: the factors influencing on the investment and innovation development of the regions have been identified, the management tasks solved in interaction at the level of the state, the region and the industrial complex have been identified. These factors allow multiplying and effectively using the opportunities for large and small business in order to modernize, provide the necessary investment support for the innovative development of regions and the country. Using these approaches give the opportunity to increase the effectiveness and quality of the influence of these factors and tasks on the innovative development of the regions and to adapt their strategy of innovative modernization.

Conclusions and relevancethe article show the special role of active investment-innovative interaction between the national and regional levels of public administration for implementation of modernization processes in the economy in order to build a common innovation space in the whole country.

Abstract

Purposethe purpose of the work is to consider the problems of development and the market of industrial and service robots.

Methods: the methodology of the work is based on an analysis of application areas, new trends in the development of industrial and service robots, as well as development programs for robotics in the most developed countries, including the development of robotics in Russia.

Results: the results of the work include the analysis of market indicators (global costs, data on the industrial robot market, including the forecast indicators of the markets for the main types of industrial robots, robot components, and on the market for service robots), a brief analysis of the program and directions for the development of robotics in leading countries, as well as data on the use and production of robots abroad and in Russia.

Conclusions and relevancethe conclusion is reduced to the need for government bodies to provide effective coordination and necessary funding for research and development, which are of great importance for the country's economy as a whole and for the development of robotics, the implementation of a new structural policy based on long-term development priorities; accelerated recovery of leading manufacturing industries (machine-tool construction, radio-electronic industry, etc.); renewal of fixed capital, etc. The system of state priorities should be multi-level, covering industries andproductionat all levels of the hierarchy. It should also be taken into account that the robotics market is characterized by long, labor-intensive and capital-intensive stages of R&D and prototype development, so the orientation toward start-ups and the activity of certain groups of enthusiastic robot developers can not yield any tangible results for the Russian economy, that is it is necessary to develop and implement a very well elaborated state strategy.

Abstract

Purpose: the purpose of the study is to analyze, identify and structure the main trends of technical and technological development of regions and corporations in the Russian North.

Methods: to achieve the purpose, methods of factor and system analysis, general economic approaches are used. For the structuring of processes, the methodological tools of indicators and indicators are of great importance, especially in conditions of a high degree of isomorphism of territories. Given the high degree of uncertainty of economic processes in the North, the presence of a large number of risks and threats, in some cases, expert methods and content analysis are used.

Results: the main results of the research can be attributed to the relatively high degree of innovative activity of organizations in the regions of the Far North, in the industrial sector with a predominantly resource-resource orientation. The need for accelerating technical and technological transformations in connection with the strengthening of the "sanction" policy of the West is substantiated. Import substitution, especially in the areas of economic security, is, in effect, imperative.

Conclusions and relevance: in the strategic perspective, the industrial complex of the northern regions will provide accelerated industrialization with orders for high-tech materials and equipment needed to develop the Arctic shelf. A certain scientific novelty is the conclusion that the northern regions and corporations have innovative demand and financial potential, therefore, despite the predominantly raw material profile, they can become a kind of "locomotive" of the national innovation dynamics. The structuring of perspective directions of state support for innovations in the North, where the need for support of the research sector is justified at the federal level, and the strengthening of attention to the system of general and secondary special education can have practical significance.

Abstract

Purposeto reveal the possibilities of applying the methods of the quality economy to improve the management efficiency of the development of the region's innovative potential.

Results: in the article topical questions of development of innovative potential of the region are considered - one of the important factors providing improvement of quality of life of the population and sustainable development of the territory. The content of the concept of "innovation potential of the region" is disclosed and its components are described. The purposes of development of innovative potential are considered. A comparative analysis of the methods of managing the development of potential in the market and planned economy is carried out. Particular attention is paid to the application of quality management methods to improve management effectiveness. In conclusion, the advantages and disadvantages of the economy of the macro-region "North-West" from the point of view of transition to an innovative development path, as well as scenarios for the development of the economy, are discussed.

Conclusions and relevance: the use of quality economy tools to manage the development of innovative capacity will help to avoid mistakes and choose the right directions for development. In the era of globalization, improving quality is a prerequisite for successful competition in world markets. Therefore, the issues of innovation capacity assessment should be taken into account in the development of regional plans and programs, as well as socio-economic policy.

Purposein the article we have carried out research of efficiency of investment and innovative-technological activity in the mechanical engineering of the regions involved in the Program development of the Arctic zone of the Russian Federation. Presented the approach to the assessment of efficiency of investment and technological innovation activities in these regions and influence the development of mechanical engineering.

Methods: suggested and used the tools of forecasting and analytical studies of the effects that result from the impact of the investment and innovative-technological factors on the development of industry in the regions, with priority mechanical engineering.

Results: as a result, we have got a quantitative evaluation of investment and innovative factors for the development of regional economies. We also have built integrated indicators of economic and technological effects arising from the investment and innovative-technological activity involving machinery production in these regions.

Conclusions and relevance: interpretation of the results shows that in most regions innovation and investment activities have a significant impact on the competitiveness of manufactured machinery products and on the export potential of the region. The potential of regional economic development lies in the interaction of domestic production and the innovative technological component. In the course of the implementation of the Arctic project, the demand for new technologies and scientific results is formed, the specific consumption of natural resources is reduced through the use of resource-saving technologies, investment activity is activated, ensuring the growth of production fixed assets and improving the balance of payments in foreign trade in industrial products.

Purposeto identify the problems of modernization of the scientific and industrial complex of the North-Western macro-region and ways to solve them.

Results: the article considers systemic changes in material production at the regional level, technological transformation and government support measures the institutional environment for industrial modernization and improved quality of life. Presents the dynamics of production in pharmaceuticals and biotechnology, describe the mechanisms and tools to facilitate transfer of results of research and development into production.

Conclusions and relevance: the combination of available resource opportunities and the emerging institutional environment will successfully solve the task of modernizing the research and production complex of the North-Western macro-region. Instruments and mechanisms implemented in the institutional environment that should be created should maximize the development of the industrial complex of the macroregion, and effectively transfer the results of research and development to the practical activities of economic entities.

Abstract

Purposedevelopment of methodical recommendations about long and medium-term forecasting of an oil and gas complex. Considering a number of the inexact forecasts made in the last 4–8 years and also high dependence of economy of our country on power, on an oil and gas complex – the contribution of problems of forecasting and assessment of strategic alternatives of development of energy industry to national security is still underestimated and demands improvement of methodology of carrying out technical and economic researches in this area.

Results: accounting of features of the integrated structure of the company when forecasting prospects of her technological development; modeling of results of adaptation of activity of the vertically integrated oil and oil and gas companies to short-term changes of price dynamics; recommendations about improvement of methodology of creation of corporate scenarios of technological development.

Abstract

Purposethe purpose of this work is to systematize data on the economic effects of Smart Grids, classify these effects, identify the challenges associated with their implementation, elaborate approaches and conditions under which Smart Grids can maximize returns for business entities, the economy and society.

Methods: the work is based on the analysis of scientific and analytical materials devoted to the research problem, including those prepared on the basis of surveys of industry actors, as well as systematic materials on implemented pilot and industrial projects in the field of Smart Grids.

Results: two groups of economic effects of Smart Grids are considered: optimization ones (related to the operating and investment costs reductions of industry actors) and innovative (related to the implementation of the prospective functionality of Smart Grids). It is shown that, despite the presence of positive economic results, the optimization effects of Smart Grids are partly overestimated, partly have temporary nature (due to natural limits for long-term costs savings and economy of investment resources, transfer of the resulting benefits to consumers and other reasons). Innovative effects are still difficult to assess due to the predominantly pilot nature of the Smart Grids projects, inadequate level of market penetration (considering network effects in accordance with the Metcalfe Law) and other factors. The contradiction between the declared innovative effects and the existing architecture of the market, industry regulations (especially tariff formation) and other systemic factors is accented – this serves as a natural barrier to the implementation of innovative effects.

Conclusions and relevancenarratives describing the development of Smart Grids can be considered a metaphor for the representations of subjects about the «ideal» energy system of the future, so it is senseless to expect Smart Grid technology to solve all possible problems of the industry and energy systems. But the demand for an innovative transformation of the power sector and for innovative effects remains significant. This assumes (with enhanced support for development of new technologies) an emphasis on the economic dimension of industrial innovation processes. New approaches are needed – defining agents of change, solutions for rising investments, changing the role of the state, etc. Three approaches are proposed in the paper that can support implementation of innovative effects: evolutionary (emphasis on smooth changes in industry regulation for accommodation to new conditions and goals), return to the «traditional» model of development of basic infrastructures and emerging technologies (government as a key player and investor), and revolutionary scenario (shifting focus to consumers and new actors, forming innovative Smart Grid clusters within the existing energy system and markets). The limitations of these approaches are assessed, it is noted that in reality, their overlapping or consistent application will be observed. It is noted that the main challenge will be cultural changes and the formation of transit institutions for the industry.

Abstract

Purposethe purpose of this article is to study the current state of the pharmaceutical industry in Russia, to identify trends in Russian pharmaceutical market, and to provide preliminary analysis of the state support policy for pharmaceuticals in Russia, focusing on the federal target program "Pharma-2020".

Methods: the study is based on a quantitative study of the characteristics and trends of the Russian pharmaceutical market. The emphasis was put on the period 2008–2017. The volume of the market, the structure of imports and exports are considered, and expenditures under the federal program "Pharma-2020" are studied. A qualitative comparative comparison with the tendencies of the global development of the industry is conducted and recommendations are made on further stimulating the growth of the pharma industry in Russia.

Results: in the past 5 years, the pharmaceutical industry in Russia did receive special attention from the government, significant funds have been allocated for to support domestic producers, and import substitution policies have been launched. Financial results of the industry show slight improvement in a number of indicators: the market share of domestic medicines is growing, the generics production increased, production standards became tighter controlled. Nevertheless, Russia remains on the periphery of the world pharmaceutical science, import retains two thirds of the market share by value, while innovative novel drugs are now launched primarily by MNEs from the US and the EU.

Conclusions and relevancethe challenges and development factors of Russia's pharmaceutical industry identified in this research require effective regulatory tools. First of all, it is necessary to reduce the gap between Russia and the developed countries in the R&D standards and their market implementation. Statistical data has showed the progress in the production of drugs from the VED list (Vital and Essential Drugs), but it is necessary to emphasize the need to update this list, provide it with the latest and innovative drugs. Annual list actualization and its expansion can play an effective role in future. In general, the Russian pharmaceutical sector is currently at its best for the entire period under review, however, the rise in international competition and the role of developing countries pose new challenges. First of all, Russia might take the best from expanding the drugs market and supporting export activity. Trade agreements and union tendencies (EAES) on the scale of Eurasia can play a larger role – Russia's advantage is the fact that the countries of the former USSR have very limited own pharmaceutical industry, whilst the demand for quality products there is growing.
