Abstract

The article discusses the possibility of program-oriented management of the development of the economy. Outlines the methodological foundations of Management by Objectives and show their perfection in accordance with the growing scale and complexity of controlled processes. The experience of applying these methods in theUSSR, the industrialized countries and inRussia. There is an incomplete utilization of program-oriented management in theUSSRand theRussian Federationand the shortcomings in addressing socio-economic and scientific-technological problems. To account for the uncertainty generated by the goals and ways to achieve them are invited to share the goal of two series connected subsets: ongoing and planned. The necessity and the possibility of reconciliation and the interests of performers and program managers in general. Abstract

The article is devoted to a comprehensive analysis of the concept of professionally motivated opinion applied by regulator (Bank of Russia) in respect of a credit institution. This concept (category) is seen in a variety of ways: as the approach used in international banking practice, as an institution of banking supervision, as assessment assigned by to the Bank of Russian to a credit organization, on the basis of analysis of numerous financial parameters of the latter, the ownership structure, the risks taken and the objective economic factors. The article discusses also the main directions of banking supervision, which includes elements of professionally motivated opinions as well as the goals of the latter.

Abstract

This paper analyzes the main directions of modernization of the public administration industry universities in rail transport, as well as difficulties in the process. Particular attention is paid to the introduction of public-public form of management of railway universities. Modern management mechanism modernize industry universities, is not possible without a comprehensive approach not only to the study of this problem, but also mandatory synergy of all the components of this complex process. Quantification of the problems existing in the management mechanism to improve the quality of training industry universities requires immediate practical solutions. Currently, the railway industry in a critical situation due to lack of personnel at all levels. Various reformist measures were not given a synergistic result, and in the industry in a critical situation on the lack of training on the background of ever-increasing burden on the rail as the transportation of persons and various cargoes. The Russian Government attaches great importance to this issue and take appropriate action, but they are not enough. The article provides an analysis of the situation and proposes a number of measures to resolve the problem.

Abstract

In this article dynamic stability of interaction of small business, large business and society in oil industry is investigated. This system is system with an environmental risk. For modeling of the relations in a business environment «small business» – «large business» – «society» in oil branch the author is used mathematical apparatus of alarm counts. Four are considered, substantially diff erent from each other, the scenario. Characteristics of the second (best) scenario are in detail analyzed. Conclusions for production stabilization in the long term need to be given the state support to small business in oil branch. The analysis of nature of dynamic processes (in particular, stability), arising in social and economic systems under the infl uence of indignations of various nature, is an important link of formal procedures of the solution of a wide class of problems of management in systems of such class. Characteristic problems of this type are: elaboration of strategy of regional ecological policy, choice and research of efficiency of economic and legal mechanisms of regulation of technogenic and natural risk, forecasting of tendencies in political processes and some other. The value of this work is use for the first time the device of alarm counts for justification of need to develop small business in oil industry, in model is shown that despite growth of level of pollution quality of life of the population finds growth due to growth of number of workplaces.

Abstract

The principles of the market research which are based on use of system of the interconnected econometric equations are stated in the article. The system of the interconnected equations for the analysis and market forecasting is used for the market description in cases when it is difficult to determine, what variable is dependent, and what independent. The article contains procedure of the formulation of axiomatics of the market, creation the econometric equations and checks of system of the interconnected econometric equations. There is without answer a question, whether there shall be an axiomatic basis unique, or plurality of axiomatic bases is allowed, each of which depends on understanding the specific researcher of processes in the researched market.

In this paper we present improved technique for application of Keynesian analysis to the forecasting of economic dynamics of the developed countries, which is illustrated by the example of theU.S.economy. For the coming years it projects an upward trend ofU.S.economic growth, indicating an early exit from the crisis depression.

Abstract

In an article on the broad theoretical material, the author attempts, on the one hand, to understand the modern domestic legal awareness as a phenomenon, identify its characteristics and features, view the contents, and, on the other hand, to draw a conclusion concerning the nature and forms of infl uence of national legal awareness to the political modernization. As a result of an analysis, it is concluded that the national legal awareness is in a state of transition, where inconsistent and sometimes paradoxical mix of traditional national elements, the elements left over from psychology and philosophy "Soviet Man", as well as actively being introduced from the beginning of the 90s XX century elements of the "market mentality", leading to a fair amount of heterogeneity proper sense of justice and situational diff erentiation behavior of citizens, that impossibly difficult to develop a single project of modernization.

Abstract

Due to increased social orientation of economic development ofRussiain the beginning of XXI century, acquired even greater urgency the problem of forming social infrastructure of macroregions. In the present work describes the peculiarities of the territorial organization of the social sphere of the Volga Federal District (VFD), which is closely related to urban settlement system. The authors examine the impact of diff erent types of cities in the development of social complex and reveal the modern trends of development of the leading branches of social infrastructure in the national and administrative entities in the VFD, which confirm the reorientation of their capacity for the biggest cities, ambiguous impact on the social-economic development of the peripheral territories of the regions.

To date, one of the key tasks of the tax authorities, is the need to control cash flow. The global trend in recent years is the active use of banking and financial products to the free movement of funds abroad, withdrawal of funds in off shore and off shoroprovodyaschie zone, the legalization of illicit capital. In this connection, it is important to ensure closer cooperation of tax authorities with the credit and financial system of the state, accumulating main financial flows in the state as they move abroad.
