Abstract

The main features and approaches to implementation of scientific and technological modernization of a national power system are considered. The interrelation between a sustainable development of economy, fuel and energy complex, power efficiency and energy security, as the major factors defining geopolitical positions of the state is defined. It is revealed that for ensuring modernization of a national power system it is necessary to be guided not so much by breakthrough scenarios of full reorganization of fuel and energy complex, how many by the scenarios based on systematic system transformation of all national economy. These scenarios are a basis for successful transition from traditional industrial development to innovative post-industrial type both at level to national economy, and at the level of separate branches.

Abstract

The paper considers the specifics of transaction costs in the sphere of education. Comparative analysis of the theoretical framework of the research devoted to the theory of transaction costs, allowed us to determine the causes and types of transaction costs in the educational environment. On the basis of the existing conceptual framework and specifics of the education system the paper formulates the definition of transaction costs and their classification is given on the basis of the principle of legality. The conclusion is that the minimization of the «illegal» costs is possible through the creation of information management system within the education cluster.

Abstract

The article is devoted to a comprehensive analysis of the concept of professionally motivated opinion applied by regulator (Bank of Russia) in respect of a credit institution. This concept (category) is seen in a variety of ways: as the approach used in international banking practice, as an institution of banking supervision, as assessment assigned by to the Bank of Russian to a credit organization, on the basis of analysis of numerous financial parameters of the latter, the ownership structure, the risks taken and the objective economic factors. The article discusses also the main directions of banking supervision, which includes elements of professionally motivated opinions as well as the goals of the latter.

Abstract

This paper is reflecting results of forecasting scenario of economic growth and shown that NBIC-technologies, due to the powerful synergetic effect generating by a mutual convergence of nano-, bio-, info- and cognitive technologies, will give strong acceleration pace of technological progress, which exceeded the rate achieved in the previous upward wave of 5th great Kondratieff ’s economic cycle (1982–2006). On the base of theUSAeconomy data, the results of forecasting shows that the rate of technological progress will increase from 2,2% in 1980 to 3,5% in the 2030 s.

Abstract

In article the model of general equilibrium with taxes is considered. It is supposed that the rate of one of taxes changes and each household gains from the outside the additional income providing to it opportunity to keep in equilibrium an initial utility level. Excess tax burdens are a difference between the additional compensating income and a surplus of the fiscal duties. Their relation to a surplus of tax revenues is called as marginal excess burden MEB this tax if change of its rate is insignificant. In used model the economy is described by means of model of general equilibrium in which one product is made and one type of work is used. This model includes economic agents of three types: producer, household and state.
