Abstract

The article refl ects the infl uence of the migration processes to the economic security of European Union. The article underlines most common economical risks in case if there is an increase of the volume of migration and describes the ways how to reduce those risks.

The main conclusions obtained from the results of the study, can be structured as follows: trends and consequences of the migration crisis in the European Union are defi ned by the set of reasons that are due on the one hand the policy of transparency being implemented by individual countries, making the whole European Union is the center of attraction of immigrants (primarily from the MENA countries) and other hand, the intense and growing fl ow of migrants creates regional threats, including the European Union's economic security; the problem of ensuring the economic security of the European Union in the context of the impact of the migration crisis is most actual issue at the moment and the main reason is that the accumulation of the fl ow of migrants to the strongest European economy – Germany. In this case, not only Germany, but also France (and until recently UK) had to improve the economic and social consequences of migration and also to implement measures aimed to recover from fi nancial crisis of the last few years, the consequences of which to date are shown in the many social and economic areas of the European Union; addressing the problem with migration crisis in the European Union seems to use a special system of measures, in which on the one hand realized containment of migration fl ows and on the other hand held solutions aimed at the assimilation of migrants in multicultural environment with full adoption of the latest socio-economic, democratic and moral values specifi c to European societies.

Abstract

In the article the problems of "transplant" for post-socialist countries. Institutional framework of the transformation of society has its own characteristics. Its institutions can ensure the eff ectiveness of economic development, as a rule, in the short run. After performing their tasks, these institutions are transformed or disposed of as such, it has already completed its mission.

Purposes / tasks. The aim of this paper is to transplant institutions.

Article tasks: to explore and identify: The term "transplantation"; Factors that cause an ineffi cient choice of institutions; The main tasks of institutional transformation in market transformation of the economy.

Methodology. The methodological basis of the study is the dialectical method of scientifi c knowledge, a systematic and institutional approach to the study of transplantation of institutions as the formation of a new economic system.

Results. The result of the successful application of the transplanted institutions must be economic and social security, the formation of eff ective collective decision-making mechanisms, the growth of state budget revenues and other socio-economic indicators. The institutions should be assessed as a specifi c kind of public goods. Their characteristic is a public good is important to consider the probability of positive and negative impacts that are measured in terms of various social strata, as well as determine the eff ectiveness of the existence of diff erent variants of the institutions adopted to regulate certain processes.

Conclusions / importance. From the point of view of the determination of the economic security of its external and internal factors and risks, the main tasks of institutional transformation in market transformation of the economy are: the creation of favorable conditions for the implementation of tasks in the context of globalization and integration; maximum realization of competitive advantages of national priorities, economic security; overcoming corruption and shadow economy; formation of an eff ective competitive environment; the creation of modern legal and institutional mechanisms for the protection of intellectual property rights; innovation; reaching an agreement between the regional elites on the priorities and perspectives of regional and national development, the formation of public confi dence in the institutions of the state, government, business and civil society.

Abstract

The modern world with linked and interpenetrating processes more and more often raises pressing issues of security and stability. However, in the past the term "security" was used in a broad strategic sense of the word (for example when describing country's border safety or territorial integrity, etc.), nowadays this term is infl uenced by economic factors such as an important issue of security of energy supply. This issue should not be underestimated, even though it does not seem to play an important role in the country's security. The oil crises of the late 20th and the early 21st centuries have proved how much the global economy depends on the price of energy resources, an increase in which might provoke a dramatic recession not only in any given country but throughout the world.

The traditional view holds that Russia could not be aff ected or infl uenced by any energy issues, since it has some of the richest energy resources in the world, hence the rising issues of security of energy supply were mostly neglected. However, the last few years have revealed the fl aws and shortsightedness of this approach. Irregularities in energy supply, the increasing shortages of natural gas and problems related to its transit to Europe are the first signs of forthcoming problems. If these problems are persistently ignored, it might lead to a full-scale energy crisis within the next few years. All of the above highlights the relevancy of the present article.

The purpose of this article is to determine Russia's strategic interests in the area of global security of energy supply.

With this in view the following objectives have been accomplished: The term of "security of energy supply" was defined in relation to the Russian Federation; Russia's energy policy was examined and analyzed; Priority tasks and objectives for Russia in the field of security of energy supply were defined.

This article is explored the concept of "project portfolio", defined the role and place of project portfolio management in the overall enterprise management structure, the formation of the project portfolio and its limitations. The aim of the article is to study the role and place of project management in the overall enterprise management system, and the relationship of the management processes at diff erent organizational levels.

The formation of the strategic projects portfolio of the company – it is an urgent task which is associated with the strengthening of innovation and investment activity of the operating in Russia enterprises. Nowadays, transfer of enterprises activities to an innovative way of development is going on in the face of the deteriorating international situation, Russia's isolation from European countries and the United States, and the implementation of the sanctions policy, changes in the domestic economic and political course. These circumstances, of course, could not aff ect the adjustment of activities and strategic goals of the development of enterprises, at the level of their financial and economic stability. At the same time, the growth of innovation activity in a number of sectors, particularly in high-technology industries, it creates the need for the formation of the project portfolio, which allows to achieve the strategic objectives of enterprises and enhance their competitiveness.

During the preparation of the article there were identified a core set of problems faced by the enterprises during the transition to a model of the project management, which is due, primarily, poor project management technologies in Russia, and it is complicated by the lack of a clear definition of objectives and vision benefits for enterprises. In addition, the reasons for the backlog are caused by the low level of project management maturity of the enterprise, which is caused by a lack of personnel with expertise in this field of knowledge.

There are identified "bottlenecks" and complexity in the process of project portfolio management at the stage of its formation in this article

Abstract

Formation of a market management mechanism in the Russian economy objectively requires strengthening the role of logistics in general and in the restructuring of the automotive industry in Russia in particular. In the article the main reasons that caused such an interest in the analysis is the automotive industry.

Methodology. The methodological basis of this article are comparative, economic and statistical analysis methods.

The purpose of this article is to reveal the key theoretical and practical issues of the role of logistics in the restructuring of the automotive industry companies, taking into account global transformations occurring in the world economy. This has allowed to specify the main issues associated with the use of logistics in the restructuring of the automotive industry in Russia.

Conclusions. The following conclusions were obtained: research in the field of restructuring of the automotive industry enterprises are considered in the most general terms as "any changes to the strategic nature of the enterprise"; The second approach – the authors in their definitions focus on the restructuring of its individual aspects – goals, directions and forms of restructuring.

Abstract

A research purpose is the analysis of the European natural gas market environment and the modernization opportunities of the delivery system from Russia in connection with the current geo-economic changes. The main methods are the factorial approaches and the content analysis, which allows allocate and structure this sector’s driving forces.

Export of the Russian natural gas on the European market still remains the dominating activity, in terms of the total amounts of deliveries, though over the last ten years its specific weight has been considerably reduced. The situation has sharply become aggravated both in connection with the "Ukrainian" crisis, and that of the European Union policy, which is taking the active measures for the gas supply system diversification. As a result of the conducted research it is proved that the Russian gas transportation system in the Arctic regions requires the strategic upgrade which shall go in two main directions.

The first direction is the forming of the new pipeline schemes replacing the unreliable transit routes. The second direction is a rather innovative development of exploration and transportation of the liquefied natural gas which amount exceeds thirty percent in world export and in Russian has not yet reached ten percent.

Scientific novelty of the received results consists in system approval of the opportunities of adaptation of Russian export deliveries to the market demand changes. The proposals of increase of the liquefied natural gas exploration in the Arctic regions and formation of the basic centers (special zones) have also a practical importance.

Abstract

The article makes a theoretical understanding of the essence of tax risks and their practical role in the tax system of relations. The relevance of this kind of research is caused by the need to address the economic, financial and legal nature of tax risk.

Due to the urgency in the study set a goal - to analyze the possibility of minimizing tax risks and prevent their negative consequences.

The goal made it necessary in dealing with the serial number of problems, namely:

• Consider diff erent perspectives on the concept of "risk";

• To analyze the concept of "fiscal risk" and the possible negative consequences of tax risks in relation to the taxpayer;

• Provide tax risk classification on the following criteria: on the subjects, their bearing; on the occurrence of sources; on the occurrence of factors, and make their grouping: largest possible losses; by type upcoming consequences.

The solution of the latter problem will improve the understanding of the essence and nature of manifestations of tax risks.

The study is based on the application of theoretical and empirical approach to tax risks, which allows participants to tax relations assess tax risks, to take measures to prevent or minimize signifi cant.

The result of the study was a detailed analysis of the "undue benefit" category as one of the tax risks; as well as an attempt to systematize risk for reasons of his presence indicators, based on which recommendations on the need for enterprises organizational protection structures are given in the form of tax administration services (for large enterprises) or the use of a specialist (consultant) on taxation (for small and medium enterprises ), directly subordinate to the CFO, while the performance of their tax accounting functions.

The outcome of the study was the conclusion of a possible mechanism for reducing the tax risk, which consists in the implementation of eff ective technology of internal fiscal control and to ensure eff ective measures of adequate protection in the event of confl ict with the tax authorities and tax inspectorate.

Abstract

The article describes one of the possible ways of building more eff ective relationships between managers and subordinates, taking into account variable range of individual motivation, capabilities and potential of people belonging to diff erent types of employees.

The topic is urgent due to the changes in modern business processes that require new approaches to management. Goal/objectives. Our aim is to develop an approach to the creation of human resources management model that takes into account not only the knowledge and skills of employees, but also their deeper individual characteristics. The approach accounts for the hierarchy of one's life values and drives, temperament, strains, habitual and unfamiliar social roles, way of thinking, preferred pattern of communication, peculiarities of the behavior in power relations and a host of other features. We suggest that asking them into account is an incredible opportunity for productivity growth and team eff ectiveness improvements.

Methodology. The theoretical basis of the article are studies of Russian and foreign authors on the classifications and typologies of personality, of social roles, roles in the team, as well as subordinate types. The article refl ects the results of studies and observations of the authors on the peculiarities of manifestation of diff erent types of people in decision-making and business communications.

Results. We suggest the typology of subordinates describing the key characteristics and preferences of representatives of the types. The typology allows to build relationships between managers and subordinates more eff ectively.

Conclusions/significance. We propose typology of subordinates that can be used to develop management models focused on certain types of employees. This, in turn, may be useful for structuring of human management, retrieval of unused but eff ective management tools, and for building an eff ective staff -management relations network as a whole to achieve business targets / KPI.

Abstract

The relevance of the topic chosen due to the presence of performance motivation development problems of civil servants, including their motivation for continuous professional development, as one of the main directions of development of the civil service in general, approved by the relevant Presidential Decree on 2016–2018 years. In the first part of this article provides a brief analytical overview and an assessment of content and process of theoretical and methodological approaches to solving the problems of motivation of the personnel of socio-economic systems. In the second part of the article on the basis of the research proposed motivating factors in the development of the approaches set out in the first part of the article.

The purpose / goal. The aim of the article is to provide methodological assistance to academic institutions involved in the solution of scientific and practical problems of motivation of civil servants to the continuous professional development in accordance with the Presidential Decree of 11 August 2016 № 408.

Methodology. The methodological basis of this article are: a comprehensive analysis of normative legal provision of state of the Russian Federation; systematic approach and historical analysis of the theory and methodology of solving problems of staff motivation; method of expert evaluations; the scientific method of analogies.

Conclusions / relevance. The practical significance of the article is in the operational delivery of the scientific and methodological assistance to the implementation of the Russian Federation "On the main directions of the state civil service of the Russian Federation in the years 2016–2018" Presidential Decree of 11 August number 403 regarding the establishment of mechanisms to motivate civil servants to continuous professional development.

Abstract
The article is devoted to the model of freedom franchising and to its comparison with the classic franchising model. The aim of the article is to systemize and enrich the knowledge in the sphere of the franchising model evolution. The author’s task was to identify the key features of the freedom franchising model, to compare the freedom franchising with classic franchising and to formulate the conditions under which the freedom franchising model can be developed. To achieve this the analysis, synthesis, comparison and longitude methods were used. Classic franchising model includes the transfer of both visible (design, brand style) and invisible to the customers (business processes, know-how) elements from the franchisor to the franchisee. Such a business model enables the franchise to preserve the high quality of products and services and to grow the net at high rate. The drawback of the classic model is the complexity of bringing up innovations by the franchisee – new ideas are strictly chosen by the franchisor and then implemented within the network only after the successful experience in control points of contact. Nevertheless, there is the franchising business model in which franchisees can experiment with front-of-house (visible) elements of the system (such as point’s of contact design) on the one hand, and on the other – in which new ideas and initiatives from the franchisee are welcomed by the franchisor. The model is called “freedom franchising”. It is important to point out that key system elements are standardized in both models as standardized production processes help preserve high quality within the franchising net. Freedom franchising model is not applicable in the spheres where full business standardization is needed as well as in the business that is focusing on fast growth. But it helps franchisees to implement new ideas within the whole network. The article would be of interest to franchisors for creating franchise programs as freedom franchising model helps combine the regulations of the franchising model with franchisees’ initiatives.

Abstract

With the development of medicine in the commercial segment of the Russian health issues relevance, related to ensuring the quality of paid medical services, their economic and physical access to the public are becoming increasingly relevant. This article reveals the main aspects related to the systematization of the factors and conditions that aff ect the quality level of paid medical services.

In the first part of the article presents a study of basic patterns and problems of development of the Russian segment of commercial medicine, sufficiently detailed and considered as a consumer dimension in the context of the key parameters that aff ect the state of demand in this segment. In the second part of the article examined and described the main factors that infl uence the quality level of paid medical services to the population.

The purpose / goal. The main purpose of the present article is the systematization and structuring of the key factors that determine the quality of paid medical services.

Methodology. As a general methodological basis of this paper we used the methods of economic-statistical and content analysis of public data characterizing the dynamic development of commercial medicine in the Russian segment of the health sector.

Conclusions / relevance. The practical significance of the results of the study is to develop a logically unified schemes consistently systematizing the main factors that aff ect or may aff ect the quality of paid medical services to the population. The proposed scheme is in the article can be used in practical activities related to the management of sustainable and planned development of commercial medical organizations in modern conditions.

Abstract

Presence at the enterprise znanievyh resources determines its capacity for sustainable and competitive development. The set of knowledge, skills and abilities (which has operational and management personnel), including transformed in intangible and other assets are considered to be the intellectual capital of the enterprise. Empirically, the presence of the intellectual capital of the enterprise can be identified by its success in the market and the ability to generate a high value added product. However, scientific and methodological point of view, approaches to assessing intellectual capital are currently not standardized and do not provide an objective valuation of the capital.

This paper presents an overview of the methodological approaches to the valuation of the intellectual capital of companies and shows the problems of using these approaches in analytical procedures. Based on the materials conclusion about the necessity of further development of the intellectual capital evaluation methods enterprises it was made.

The purpose / goal. The purpose of this article is to study the specifics of basic methodological approaches to the valuation of the intellectual capital of enterprises. Moreover, among the main tasks is to provide: an analysis of the most frequently used techniques in the Russian and international practice, assessment of intellectual capital.

Methodology. The article is a content analysis of the theoretical and scientific-methodical positions, describing the key and the most frequently used Russian and international approaches to the evaluation of the intellectual capital of enterprises.

Conclusions / relevance. The practical significance of this paper is to identify the main issues that arise in the evaluation of the intellectual capital of the enterprises, which determines the need for further scientific development and complement the currently used evaluation methods.

Abstract
The article deals with the problems of the life-world and regional identity, as a conjugate scientific contexts. The authors reviewed the scientific tradition of social phenomenology, epistemology, interpretive sociology, sociology of action and anthropology. Presents the scientific research, which set a goal to recognize and problematize particular meanings of social life of regional communities, socio-cultural meanings of regional life, taken from the perspective of the concepts of social reality, the life of the world, personal picture of the world, collective, settlement and territorial identity, trust, understood as a kind of mental model semantic structures. The novelty of the research is to try to joints on concrete empirical evidence of cognitive and models competing scientific currents: phenomenology and sociology of action. The methodology includes an analysis of the results of the mass of concrete sociological research carried out in one of the most prosperous regions of Russia (Tyumen region). Modernization (colonization) of the life of the world (in terms of Habermas) rationalist (bureaucratic) structures clearly demonstrated the rich empirical material involving the correlation analysis methods. The contradictions between the system (the economy and the state) and the lifeworld (private and public spheres), which crystallized around the social role and false demonstration of communicative relationship that occurs in Russia today. Manifested most strongly rooted in community life. The authors demonstrate how the variability of "social peace" is off set (or compete) with resistance "subjective world". The observed trajectory demonstrate movement towards the modernization of the social world, but this is not enough to go to a diff erent society, a modern path of historical development.

Abstract

The innovative products market has its specifi c characteristics, which are refl ected in the innovation marketing. The article examines the characteristics and problems of the innovative products launch on the market that is due to the fact that the tools of this stage of the product life cycle play a special role in the marketing of innovations. The consideration of these problems is especially important in the modern Russian conditions.

Goal/objectives. The purpose of this article is to identify the peculiarities of innovative products bringing to the Russian market. To achieve this, the author has formulated and solved the following tasks: to investigate the specificity of the innovative products market; to analyze the main tools of innovation marketing; to study the peculiarities of the Russian innovative products market; to identify the factors that determine success of innovative products launch to the market.

Methodology. The theoretical basis of the article is the researches of Russian and foreign scientists on various aspects of innovation theory, innovative products market. As a methodological basis were used methods of analysis, synthesis, analogy, comparison, induction and deduction.

Results. The results of the study helped to identify the factors that determine the eff ectiveness of this process. It is found that the success factors of innovative product have two components: technical, which determines the value of innovation product, and marketing, taking into account the product selection criteria of customers.

Conclusions/significance. The process of innovative products launch requires special instruments, which are often unavailable to small and medium businesses. At the same time, innovative products are mostly created in this sector of the Russian economy. The solution of these problems would be to attract strategic investors at the stage of start-up and partners search.

Abstract

According to Walter Ron, business games are a tool of the future in the area of graduate education. They are very realistically simulating the professional activities of the administrative staff . In this connection, this article focuses on the use and improvement of the business, in particular, exchange, games.

The purpose of research - analysis of the advantages and disadvantages of diff erent types of exchange simulators – simulators. This goal has led to the need to solve the following tasks: to consider a variety of computer games and simulators exchange; assess their strengths and weaknesses; be compared on diff erent criteria used in the practice of stock simulators ("Game", "Network", "Broker" ("Teaching with ET") using virtual money, "Simulation"). The study is based on the method of comparative analysis in relation to the actual species of exchange stimulants, as well as compared to the exchange simulators with other active learning methods. The result of the study was to identify the most eff ective simulation applied to the most common problems facing them. Upon review of the article provides recommendations on improving the "exchange game", their functionality and architecture used in the training of investors – individuals. Particular attention is paid to the need to improve the educational industrial complex (CPC) "Stock Market Game", which authors use in educational activities when working with students. The paper formulated the conclusion that one of the main functional advantages is the ability to exchange simulators mining investment activities, testing of investment strategies in crisis situations without the risk of losing real funds. The economic basis for the use of stock simulators in training is the fact that they are significantly save the real capital, especially in the case of investment or operating errors trainees. In this connection, the use of stock simulators for teaching exchange business is a must, as their use has proved to be very eff ective in the main directions of modern education: business education, engineering, and medicine.

Abstract

In the article is considered the possibility of application of methodology of foresight to the formation of strategy of innovative development of technological companies. The application of existing approaches to defining targets and goals of innovation development does not meet the requirements of the nonlinearity of the modern processes of technological companies’ innovation development.

The goals and objectives. The purpose of this article is to study the possibilities of application of methods of foresight in forming of technological companies’ innovation development strategy. To achieve the goal, the author has solved the following problems: considered the interrelationship and interdependence between corporate strategy and technological companies’ innovation development strategy; defined the main problems of formation technological companies’ innovation development strategies; revealed the concept of "foresight" and diff erence in methodology of foresight and traditional forecasting techniques; defined the basic principles of foresight; presents the main stages of the foresight project implementation in technological companies.

Research methods. The theoretical basis of the study are the publications of Russian and foreign scientists in the field of formation and development of innovation strategies through the application of foresight methods at the level of national innovation system and at company level. As a methodological basis of the study used methods of analysis, synthesis, induction method, deduction method, the comparison, was applied certain aspects of the synergetic analysis.

Summary. The results of Russian and foreign researchers systematized by author confirm the possibility and necessity foresight projects implementation in formation and adjustment of technological companies’ innovation development strategies and in the national innovation system development. The principles of engagement of various social forces, communication, consent, concentration on the long-term period, coordination and systematic organization of the foresight project allows to expand the search scope and objectives of technological companies’ innovation development. The methodology of the foresight research facilitates the transition from an adaptive approach to changes in the environment for a constructive approach of forming the desired image of the future defining the directions of technological companies’ innovative development and the national innovation system development. During the successive stages of the foresight project based on the scanning of horizons and weak signals of changes identification in the external environment is setting strategic goals of technological companies’ innovation development, the selection of priority innovation projects to achieve strategic goals of innovation development.

Abstract

The relevance of the article due to the urgent need to develop a methodological framework in the field of regional finance research dictated by the substantial increase in the volume and composition of the socio-economic problems, the solution of which, including financial support, the responsibility of the public authorities of the Russian Federation. The article presents the results of the author's research in the field of institutional analysis of the stability of the regional financial system as a set of institutions and organizations interacting with the regional real sector of economy.

Methodology. The methodological basis of this article are the economic and statistical methods of analysis, legal documents in the field of the sustainability of the regional financial system, publications in the field of economic and financial security.

Conclusions / relevance. The practical significance of the work lies in the provisions of orientation, conclusions and recommendations aimed at the widespread use of search and adaptation of the institutional analysis of the sources of the regional stability of the financial system, which can be used by the legislative and executive authorities of the Russian Federation, the Ministry of Defence in the current activity.

Abstract

The article investigates the features of construction of gravity models, the results of the use of which will allow to identify eff ective ways of Russian foreign policy improvements.

Purpose of the article: multigravitatsion development model of Russia's foreign trade, which will identify forward the development of export-import relations in the framework of inter-regional trade area of the Russian Federation, including integration associations such as the EU, BRICS, CIS.

Methodology: methodological basis of the study make up scientific methods of cognition, namely, methods of theoretical generalization and comparison; method of integrated and structural analysis.

Results: During the studied analyzed Russia's foreign trade turnover, the results of which revealed that for the country's economic development is important as a variety of trade fl ows and capital fl ows, which in turn updates the problem of formation and development of the national foreign trade potential, finding the optimal proportion of commodity structure diversification and the introduction of eff ective mechanisms of regulation of export-import operations. The solution of the problem determined the conduct of the study articles Russian contemporary maps of foreign cooperation in the conditions of existing sanctions and embargoes, as well as the identification of targeted country markets for Russia's non-oil exports with a separate allocation problem area that emerged as a result of external challenges of political and economic nature faced by Russia because of the military confl ict in Ukraine. Special attention is paid to the distribution of Russian imports by partner countries.

Significance: the example of EU integration associations of the CIS and the BRICS, which make up multiregional commercial space of Russia, multigravitatsionnaya model is constructed in order to assess the impact of Russia's cooperation with the EU member countries, CIS countries and the BRICS, as well as to forecast and analyze trade fl ows as the country as a whole, and in the context of export and import.

Abstract

The subject / topic. The relevance of the article is that today tourism is a massive social and economic phenomenon of global scale, as is known, any vacation begins with advertising. Therefore, for the progressive development of tourism companies need to develop an eff ective strategy and tactics of advertising projects. Potential consumers have become more discerning and prudent, so a consultant position with the fl ood of information does not work. Works expert position, when the product is as if created for the client, that is, the product exists only in synchronism with the buyer. In view of this increased competition between operators of tourist services, and certain segments of the market saturation of a significant amount of travel products with a similar orientation, a unique role for the positioning on the basis of marketing strategy as a process for creating a unique tourism product in the market.

The purpose / goal. The aim of the article is to study the features of the marketing strategies of advertising processes in the market of travel agencies and find directions of their improvement in current economic conditions.

Article Objectives: To investigate the nature and content of the concept of "marketing strategy of advertising processes"; systematize criteria for the classification of the Company's strategy in the market of tourist services; analyze the features of advertising projects and identify promising directions for improving the marketing strategies.

Methodology. The methodological basis of this article are comparative analysis methods.

Results. The essence and content of the concept of "marketing strategy of advertising processes." The features of the market of tourist services, allocated target audiences, identifies key factors and trends in the development of this market.

The new system is a product of values, square S. Kovalev, who identified four existing mentality of the person. When advertising article or video include representative words and phrases that use all four levels of mentality, because of this advertising always achieves goals.

Conclusions / relevance. Promising further expansion of the practice of implementation of marketing approaches in the organization of work of the subjects of the tourism sector, including the use of new technologies.

Practical application of the results of this work will form a favorable image of the tourism industry, its products and, ultimately, create positive social and economic eff ect.

Abstract

This article presents an analysis of the most important issues in priority development areas, including the commitment of the Kamchatka region in which such territory is focused primarily on the development of tourism. The relevance of the article due to the increase in the activity of creation of territories of operahouse development in Russia.

Goal/objectives. The purpose of this article is to identify both advantages and disadvantages of priority development areas as a mechanism of economic development. To achieve this goal, the author formulated and solved two tasks – analysis of theoretical questions of development of territories of priority development and evaluation of a practical example of creating such a site.

Methodology. The theoretical basis of the research was normative legal acts devoted to the question of priority development areas and strategic documents of the Kamchatka region. As a methodological basis of applied methods: analysis, synthesis, analogy, comparison, induction and deduction.

Results. Found that despite the existing shortcomings and limitations, the creation of territories of priority development is an eff ective tool for the development of entrepreneurship.

Conclusions/significance. Creation within the country's territory, favorable for attracting long-term investment, is a widespread global practice to attract large companies. In Russia, this tool is relatively new, but is already actively used for the development of entrepreneurial activities in troubled regions.

This tool provides its residents with sufficient opportunities to gain competitive advantage, accordingly, is a critical study of all questions of implementation and follow-up work of priority development areas, given companies' business activities both within and outside the area.

Abstract

The article tells the story of the emergence of "green" economy, as opposed to the traditional "brown" ekonomike, given its concept shown shortcomings of the existing definitions of "green" economy, conclusions about the real possibilities of the transition to the growth of "green" economy. The relevance of this work lies in the fact that the changing paradigm of understanding the basis and essence of sustainable development of the national socio-economic systems necessitates the integration of economic and environmental solutions, this integration is seen as part of the concept of "green economy".

The approach of this article is based on an interdisciplinary concept of quality management in relation to the specifics of functioning and development of the domestic socio-economic systems.

The purpose / goal. The purpose of this article, and its main task is to systematize the areas of environmentally oriented development of economic entities, as well as the determination of the list of key provisions of environmental policy, which will provide further socio-economic development of Russia in line with the green economy. As a result, Russia as one of the great powers of the world will find a stable geopolitical situation.

Methodology. The methodological basis of this article are comparative, economic and statistical analysis methods.

Results. This article suggests some solutions to be included in the national environmental policy as a major incentive for the further transition to a green economy.

Conclusions: The material contained in this article show the special role of the concept of "green economy" in the social and economic processes in the development of Russia's geo-economic stability. The above article aspects of the further development of the green economy in Russia can complement scientific and practical base solutions that provide active creation, implementation and use of green technologies to provide environmentally responsible sustainable socio-economic development.

Abstract

Leading the trend of world development is globalization, which covers all areas of public life, including economic, and national economies poses more challenges, fi rst and foremost – ensuring competitiveness on a global scale, fi nd their own niche in the international division of labor.

The development of the global trading system is characterized by two interrelated trends – the expansion of economic openness and the formation of trade unions, to ensure the most favorable terms of trade between the participating countries. The latest trend has led to the relevance of research topic "Prospects of Customs Union from the point of view of modern theories of regional integration."

The integration processes taking place in the former Soviet Union in fact since joining the former Soviet republics of the status of independent states. Already in 1991. CIS was created, which brought together 12 post-Soviet countries (all former Soviet republics except the Baltic). Since then, the integration processes in the post-Soviet space are permanent, and therefore, we set a goal – to analyze the prospects of the Customs Union from the point of view of modern theories of regional integration.

Notwithstanding that goal has led to the need to address a number of problems, namely:

• consideration of the role and place of regional trade (economic) union, the importance of their experience, especially for developing countries and countries with economies in transformation;

• justify the importance of the openness of the national economy to generate the preconditions for sustainable economic growth, determining the levels of trade (economic) integration;

• analysis of modern views on the nature of regional integration;

• consideration of the characteristics of individual regional trade and economic unions, including the Customs Union, and determine their place in the modern system of world trade.

The study is based on the use of a systematic approach using historical and logical methods.

The result of the study was the conclusion there is a positive relationship between foreign trade and economic growth of member countries of the regional unions, including TC and the EAEC; articulated position relative to the benefi ts and future economic and political prospects of the Customs Union and the Eurasian Economic Union.

The theoretical signifi cance of the article is the novelty and the possibility of further study the relationship between economic and political prospects of the vehicle and the EAEC.

Abstract

This paper analyzes the past and current situation of geological exploration drilling on the Arctic region continental shelf. Along with climate conditions, the strategy of drilling is greatly infl uenced by technical accessibility of licensed sites, the latter depending on achieved level of equipment and technologies. Since 2014 the USA, the European Union countries and a number of other states have imposed sanctions against Russia. Sectoral sanctions, prohibiting access to technologies employed in the Arctic region shelf projects, have become an important part of these sanctions. This research is aimed at assessing the infl uence of sectoral anti-Russian sanctions on geological exploration drilling in the Arctic seas. The choice of geological exploration drilling is not accidental as the majority of Russian Arctic projects are at this particular stage now.

Over the recent forty years, the country has accumulated considerable practical experience of conducting geological exploration drilling and the Arctic region field development. Our analysis demonstrates that modern Russia has necessary technologies for exploration and field development in the Arctic region. In fact, Russia is the only country, which actually continues its operations in the Arctic region amid a sharp decline of oil prices. Imposing sectoral sanctions related to equipment and technologies of developing the Russian Arctic shelf is inefficient.

It is forecasted that in the coming decade, the continuing global warming process will make the majority of regions of the Barents Sea and the Kara Sea – where a number of large and gigantic fields have already been discovered – more accessible for conducting geological exploration drilling. It is possible to use here the traditional types of off shore drilling units with a low ice rate. This will totally eliminate any technical and technological problems of drilling. The USA are expected to enter the market of arctic hydrocarbons from new fields by the middle of the 30s of the 21 century. One can forecast a substantial output from exploiting Russian fields to be achieved by the same time. Hence, imposed sanctions are mainly aimed at delaying the implementation of Russian Arctic region projects and synchronizing them with American projects in order to create extra competition for Russian oil industry and for selling its products on the global market.

Low global price for hydrocarbons and financial sanctions can exert more infl uence on the development of Russian Arctic fields than restricted access to equipment and technologies.

This article describes the conceptual basis for the formation of international marketing, the characteristic of the main exit strategies on the world market, revealed features of international marketing that national companies are obliged to take into account the examples of international marketing strategies of international companies such as Apple, Google, Nike, the Russian company Natura Siberica.

The article examines problems of development and functioning of small innovation entrepreneurship in Russia, discusses their advantages and disadvantages. Statistical indicators of development of innovations in recent years in the context of the report "Global innovation index". The authors off er interventions aimed at the expansion of reproduction of high technologies for the further development of innovation in the Russian Federation. Critically considers the opinions of various experts in forecasting the development of macroeconomic situation in Russia. Conclusions about the necessity of the innovation process in the economy.

Purposes / tasks. The aim of the article is elaboration of measures aimed at enhancing the reproduction of high technology for processes of development and implementation of innovations in the field of engineering, technology, Economics, organization and management.

Tasks of the article: to analyze and isolate problems pertaining to:

Methodology. In conducting this research the main sources of baseline data were the materials of state statistics, data from Rosstat and excerpts from Government programs. Results. This broad concept to small innovative entrepreneurship, analysed its current status in Russia, given his brief analysis of the advantages and disadvantages. The relevance of the topic chosen due to the modern event-state Olympic Park in Sochi, his post-Olympic legacy for the eff ective return of public investment. Abstract

This article discusses future prospects of franchising development of hotel chains in Russia. The relevance is due to the strong growth of domestic tourism in recent years. So, it becomes necessary to increase the number of hotels and rise the quality of tourist services.

Goal/objectives. The purpose of this article is to identify the advantages of franchising for the development of hotel chains. To achieve this goal, the author has posed and solved the following tasks: analyze the current situation on the hotel market of Russia, tendencies of its development, uncovered potential hotel franchise for the successful development of domestic tourism in Russia.

Methodology. The theoretical basis of this article leans on the work of Russian researchers, in the hotel industry, analyst reports made by consulting companies. Also the author takes into account experience of real participants of this business. As a methodological basis of this article, the author used: analysis, synthesis, analogy, comparison, induction and deduction.

Results. Franchising is one of the most eff ective ways of of hotel business development today, which, unfortunately, has not yet received wide distribution in Russia.

Conclusions/significance. The development of domestic tourism in every country requires a stable growth in the amount of hotels and an improvement of tourism services quality.

Current world practice proves that hotel franchising could help to reach this target. In spite of novelty of franchising in Russian industry, this tool has already successfully used in major international hotel chains in several Russian regions. And today Russian hotel chains more and more approve the benefits of franchising development. However, the its development is slow due to the unfavorable business climate in Russia.

The article presents the methodological approaches to the planning of budget expenditures for the provision of services in the field of general education. The review of existing methods of budget planning of budget expenditures, including regulatory and program-target method of budget planning in the field of general education expenses. The article is focused on the practical use of budget planning methods, evaluated the positive and negative consequences of their use.

The aim of the article is to solve scientific and practical task of improving the efficiency of budget spending on general education.

Results. The authors found that the conditions necessary to optimize budget spending for social purposes to the preferred state is encouraging recipients of budget funds to a more economical and efficient use of them.

Conclusions and Relevance. The study conclusions are made about the need to clarify the methodology of planning of budget expenditures in the field of general education, which allows for improving the quality of educational services and contributes to solving the problem of the adequacy of the level of budgetary financing of the general education sector.

The main aspects of the evaluation of projects for the grant of Federal Target Program «Researches and developments in priority directions of scientific and technological complex of Russia for 2014-2020» is discussed. This subject is very relevant, because the efficiency of scientific and technical expertise is a guarantee of the eff ectiveness of innovative projects management. This is particularly important for the projects, which have significant practical orientation and being competitive in the international scientific and technical level.

The purpose of this article is a justification of importance of improvement of technologies of information support of experts. These technologies allow to draw the attention of the expert to a number of discrepancies in the documentation, to quickly process the large volume of information at various scientometric databases, to reduce the manhours of the expert per project and to increase efficiency of scientific and technical expertise.

Advantages and disadvantages of the use of machine analysis of keyword and semantic analysis of documents during the scientific and technical expertise have been described. The criteria for peer review as a quality research project; qualifications, work experience, academic achievements of the project implementing team and instrument base; the potential Bidder; financial support of the project. Various criteria for analysis of the project (quality of the research project, qualifications, work experience, academic achievements of the project implementing team and their instrument base, the potential and the project financial support) are considered.

Conclusions. First, use of modern information technology in scientific and technical expertise allows to expand the information field and an expert to carry out a deeper analysis of projects. Secondly, the stocktaking of the advantages and disadvantages of using machine analysis for keywords and semantic analysis of the documents can improve the quality of expert opinions and improve the scientific culture of the professional activities of an expert in general.

The current economic situation is a consequence of the low innovation activity of the real sector. To go to a new quality of the national economy requires the development of venture business segment. However, along with the problem of lack of investment, this segment was faced with staffi ng problems, the solution of which requires a non-trivial approaches.

This article outlines the main aspects of cooperation between higher education institutions and ventures to address staffing issues in the past and generally – in order to ensure the normal employment (through the creation of new high-tech jobs) and the promotion of labor relations in the national economy. In this article the basic scheme, to extend the functions of venture capital funds, which will not only provide funding for innovative projects, but also to coordinate the cooperation of universities and venture companies in the staffing of the past.

The purpose / goal. The main purpose of this article is to identify ways to improve staffing activities of venture companies by finding new forms of cooperation between enterprises, research and education sector and institutions of venture capital financing.

Methodology. This article used the methods of economic-statistical and comparative analysis and synthesis of scientific solutions of direct practical application.

Conclusions / relevance. The practical significance of the results is to develop the basic scheme of trilateral cooperation between higher education institutions, venture capital companies and venture capital funds in order to provide innovative projects need not only financial, but also human resources.

The article presents the author developed a methodological approach for assessing the eff ectiveness of budget expenditures for the provision of general education services, treating them as institutionally significant costs that impact on the development of the social environment. The practical significance of the results of the study is to develop a unifi ed scheme of evaluating the eff ectiveness of budget expenditures and improve the quality of their management. The measures that allow to establish a direct link between the budget allocated and performance indicators of educational institutions. The proposed algorithm in the article can be used in the practice of the authorities related to the management of public expenditure in the current conditions.

Abstract

In the article the issues of domestic innovative sphere and companies’ interaction are considered. It is noted that the innovative sphere exists and develops independently as such in the Russian Federation.

Purposes / tasks. The purposes of the article are: analysis of the reasons of innovations’ low demand from the domestic companies; a search of counteraction measures to existing shortcomings of innovative sphere and companies’ interaction; a research of changes of both internal, and external characteristics of the innovative environment and its approach to the EU countries’ standards in the beginning of the 21st century.

Methodology. Methods of the economic and statistical analysis. Theoretical base of the article comprise the national and foreign researchers’ works in the field of innovation management, technological management, and that of the companies’ and economical general development.

Results. Poorly positive dynamics of patents growth in comparison with a volume of R&D costs is established in this researching. Almost similar dependence between dynamics of innovative goods and services sales growth in comparison with technological innovations costs was discovered in analysis. The received total integrated estimates of dynamic level of the RF innovative economic development during the period from 1998 to 2015 proved the existence of poorly positive tendency of such dynamics growth. To coordinate companies’ interests of development with innovative environment opportunities, the scheme of interaction among innovative organizations and the companies within a full innovative cycle is off ered.

Conclusions / importance. The carried-out analysis of Russian innovative sphere shows that despite the state support measures which has been taken in recent years, it stagnates and exerts the insufficient impact on economy and society in general. Poorly positive dynamics of patents growth compared to R&D costs, and also similar dependence of innovative goods and services sales growth depending on technological innovations costs is also revealed. It is established that one of the main reasons of insufficient positive infl uence of the innovative sphere on economy is the lower level of development of the most part of the innovative sphere of the Russian Federation, compared with that of the leading EU countries, and support by other factors infl uencing its development.
