The article analyzes the budgetary system of the Russian Federation. The elements of the budgetary system and the types of fiscal federalism. Particular attention is paid to the problem of the audit (control) budget formulation and execution, the external and internal state financial control.
The article is focused on analysis of the crisis situation inRussiaand in the world. It is stated that the problems of social and economic development, acceleration of economic growth and formation of a new model cannot be solved within the frames of the current development paradigm. Proceeding from the visionary approach, the author reasonably argues that the transition to a new development paradigm is objectively inevitable and feasible. In order to reduce the time for realization of paradigm-level transition and accelerated attainment of the objectively set development goal, the author sets forth a proposal to develop and realize the mega-project targeted at formation of the new life model and the mechanism for its realization – i.e., coordination of the state, society and business interests with interests of each particular individual.
The article deals with the individual, the most important, in my opinion, aspects of the financing in the public order. Government purchases are considered as a complex, multi-tiered system of interrelated categories, the functioning of which should ensure the achievement of maximum effectiveness and efficiency of budget allocation. In this case, the participants of procurement procedures occurs responsible for quality results execution of the state order. The problems arising in the implementation of public contracts are set out proposals to improve the effectiveness of the financial mechanism under the contract system.
This article deals with the problem of budget allocation in the state order inRussia. Assesses the effectiveness of the financial mechanism of the public procurement business entities, purchasing activities are regulated by Federal Law №44-FZ and №223-FZ. The dynamics of financing the procurement process and reveal its features by using the most common methods of procurement through competitive bidding and without bidding. Identifies the causes of inefficient spending budget as a result of the non-competitive procurement methods by certain categories of business entities.
Importance: Under current conditions, the Russian economy needs investment resources to ensure sustainable social and economic development. One of instruments of state-financing backing that can be used to support capital intensive, economically viable, financially and socially efficient investment projects that create "growing points" are state guarantees of theRussian Federation.
Objective: The objective of this study is to identify possible ways to improve the requirements and procedures of providing state guarantees of theRussian Federationwhich contribute to the increase in the quantity and quality of investment projects of high social importance. Methods: Through the use of general scientific methods, analysis and synthesis, induction and deduction the possibility of creating a more attractive environment for principals is analyzed, measures to reduce the risk for public legal entities in providing state guarantees of theRussian Federationunder credits or bonded loans raised for investment projects implementation.
Results: Principles of state guarantee support that ensure the interests of both the principals and the guarantor are defined. The basic directions for improving the mechanism how state guarantees of theRussian Federationsupport investment projects are justified. These directions include increasing availability of obtaining state guarantee support by lowering the cost of investment projects for which the state guarantees may be provided; reducing time of decision making on granting a state guarantee; increasing the creditors’ responsibility for a qualitative assessment of the creditworthiness of principals and investment projects; changing the methodology for assessing the social efficiency of investment projects; increasing the information transparency of provided state guarantees of the Russian Federation.
Conclusions: The main result of this study is that under current conditions of economic turbulence state guarantees of the Russian Federation under credits or bonded loans raised for investment projects implementation can create an attractive environment for business only on mutually acceptable and long-term basis which corresponds to the underlying principles of public-private partnerships.
Importance: The presented research topic is particularly relevant in terms of development of market relations inRussia, when indicated problems whose solution determines the positive results of reforming the economic system, an important place in which occupies the militaryindustrial complex (MIC). Among them special urgency are those that relate to the need to develop such economic relations that would ensure and guarantee the efficiency, competitiveness and sustainability of defense enterprises. In the new economic conditions, it became necessary to address the problems of financial security organizations, the military-industrial complex, the creation of an effective system to manage this process during the crisis and the need to find ways to stabilize the reproduction process inRussia. The conversion of potential military-economic opportunities in the real military power takes place on the basis of the functioning of the military economy that ensures the production and distribution of arms and military equipment. The war economy is responsible, on the one hand, the economic opportunities of the country, on the other – the nature and requirements of modern warfare. It is designed to ensure the maintenance of a constant high combat readiness of the armed forces and must be able to rapidly increase its power to the level required for the breakdown of military aggression. Problems of realization of military and economic potential are determined by the degree of use of the military and economic opportunities, as well as the effective use of financial resources.
Objectives: The aim of the article is to analyze the problems of the formation and execution of defense spending. Objectives of the article: identify design characteristics of the defense component of the federal budget during the crisis of Economic Development. Methods: Methodological basis of this article are of economic and statistical methods of analysis.
Results: Given that the management of the defense industry will be converted, you must use the positive experience of the international economic order to ensure the sustainability of their financial security. However, in the interests of the state and society to establish an efficient funding of defense enterprises requires a special approach for the following reasons: an effective system of financing of defense enterprises need to ensure the economic security of the country; establish a mechanism of redistribution of financial resources through economic transformation strengthens state control over the targeted use of funds; necessary, new approaches to the assessment and decision-making to improve the financial sustainability of defense enterprises. From a stable financial situation of the company and the development of DIC depends on the economy as a whole. The study gives reason to believe that at the present time inRussiaslowed down the pace of development of defense industry enterprises, has developed an unbalanced branch structure. In this regard, the study of problems related to the development of theoretical and practical tools for assessing the financial security of defense enterprises require special attention. The implementation of sound financial and economic policy, improving financial support to enterprises of the military-industrial complex of the state, identifying ways to improve the financial sustainability in transformation of the market economy is an objective necessity.
Conclusions and Relevance: The practical significance of the work lies in the orientation of the provisions of the conclusions and recommendations of the work on the widespread use in improving the mechanism for defense and security, and the proposals contained in the article (to improve the planning and use of funds allocated from the state budget on defense) may be used by the legislative and executive bodies the Russian Federation, including the Ministry of Defence, in the current activity.
Importance Relevance of the chosen subject is caused as variety and unsystematic character of standard and legal base federal and first of all the regional level which regulates various parties of migration policy, and absence of legally established concepts of migration, migratory process and migration policy. Besides, recently it is possible to observe growth of mobility of labor force in the conditions of globalization which creates prerequisites for employment not only highly skilled professionals in the field of finance, insurance, banking, communications, but also the migrant workers occupied in the sphere of agriculture, construction, improvement of the territory, public catering, hotel service. Now the state is interested in attraction of foreign labor for ensuring the sustainable and balanced social and economic development of national regions, but is afraid of negative influence of migration on social and economic processes in theRussian Federation.
The article highlights the problems associated with the maintenance of financial stability of municipalities. The process of improving the regulatory framework in the public sector of the economy, ensuring the development of economic entities of financial relations at the municipal level, and contributing to the achievement of financial sustainability of municipalities. We consider a number of theses that constitute the theoretical basis of the financial sustainability of municipalities.

The article concerns the main provisions of the financing tranches for innovative projects. The article is of methodological nature. It gives theoretically justified, universal for any of the project stages and their characteristics needed to calculate efficiency project financing tranches.
In article features of development of the Russian model of mixed economy and integration of the private, public and state beginnings, and also conditions of financial and economic uncertainty which introduced the additional, difficult operated risks and problems to domestic industrial production are considered. According to the author, in modern conditions, considering external calls and threats, and also internal risks, coordination in cooperation communications is of particular importance. Exactly here the greatest extent of development of cooperation communications and tools of an innovative paradigm of development of business is required. The author gives examples of mechanisms and forms of cooperation interaction in chains of deliveries and offers coordination options in cooperation communications in the conditions of an economic crisis.
The subject / topic: The level of development of any country is currently determined by the proportion of high technologies in the GDP. Logistics – the basis for efficient management of modern knowledge-intensive production. Given the adverse conditions in the global economy, greatly enhanced the relevance of the study of logistical aspects in the management of high-tech products.
Subject of research: The logistics management of production of high technology products in turbulence changing global economy. In this paper we apply scientific methods: the dialectic, comparisons and analogies, analysis and synthesis, deduction and induction, abstract , logical, historical and retrospective. The purpose of this article is to identify the characteristics and problems of logistics management of production of high technology products in the countries of the Customs Union and the Eastern Partnership. Also consider the role of clusters in the formation of innovation infrastructure in the countries of the Customs Union.
Results: As part of the presentation was the author of the present article the urgency of application of CALS-technologies as a tool for organization and information support for the creation, production and operation of the product at the enterprises of the national economy.
Conclusions / significance: Management of enterprises in the real sector of the economy in modern conditions should be based on synergies methodological principles of market and state regulation, with increased use of methods focused on the long term. By such methods, in particular, should include the methods of logistic management of production of high technology products. The importance of these technologies has increased steadily, and in modern conditions gets a new quality content that refl ects the phased development plan targeted action to ensure that the desired state of the enterprise as a socio-economic system. This in turn points to the need to ensure that new scientific technologies, procedures and practices of the logistics management of production of high technology products, which can be designed to ensure a relatively stable crisis-free development of the enterprise.
The subject / topic: The subject of this article is very actual in the light of formation of post-industrial economy and need of improvement of methods, tools and mechanisms of management of economic subjects. The main reason for low efficiency of the industrial enterprises consists now that the developed stereotypes of managing and the applied methods of management don't conform to requirements of market economy. In article advantages of introduction of instruments of strategic management in activity of the industrial enterprises are considered.
The purpose / objectives: The purpose of article is the analysis of the directions of improvement of strategic management of the industrial enterprise in modern economic conditions. Objectives of the article: To investigate differences of strategic management of the industrial enterprise from traditional, to analyse modern strategy of the industrial enterprises, to reveal their features and scopes.
Methodology: A methodical basis of this article are comparative methods of the analysis.
The Results: Difference of strategic management of the industrial enterprise from the traditional is investigated. Possibility of strategic development of the industrial companies only at systematic introduction of innovations is proved. Modern strategy of development of the industrial enterprises are analysed: modern strategy of development in retail networks of sales of mobile phones, outsourcing strategy, strategy of development of the company on the basis of a matrix «a growth / share of the market», strategy of fight for intellectual leadership, strategy of ecosystems of J. F. Moore; their features and scopes are revealed.
Conclusions / significance: It is necessary to expand practical use of instruments of strategic management in activity of the industrial enterprises as they allow to increase management efficiency as a result of the accounting of opportunities and threats of environment and current state of the enterprise, its strong and weaknesses. Practical application of results of this work will allow to improve procedures of strategic management of the industrial enterprises taking into account current economic and social trends.
This article discusses general issues of formation of national innovation systems in terms of socio-economic transformations. During the presentation of the work is considered part of the innovation system in the formation of a platform for sustainable development of the world economy and forming its national economies. The presented article shows that the development of a national innovation system within the concept of sustainable development requires consistent evolutionary change in priorities in the areas of research, development, testing and implementation of all kinds of innovations, including the development of teaching staff. Development of monitoring of professional skill of teachers is necessary for successful diagnostics of quality of knowledge. Research of growth of professional skill should consider all objects of activity of the teacher. This direction of monitoring will allow to strengthen introspection of the teacher, to promote growth of professional skill.

The subject / topic: TThe theme of this article is very relevant in the light of changes in the global geo-economic structure and changing the role and place ofRussiain world economic and geopolitical relations. The article deals with the basic aspects of national economic growth, which slowed down in the last three years. The main reason for slowing national economic growth is associated with the depletion of the reserves of the traditional export-oriented development of the Russian economy, as well as problems with sluggish innovative transformation. In this paper, based on a systematic analysis of economic processes and the interpretation of analytical data, addresses the general theoretical and methodological aspects of the quality of economic development, as well as practical guidelines and recommendations related to sustainable national socio-economic development in the context of external constraints.
The purpose / objectives: The aim of the article is to analyze the theoretical and methodological aspects of the quality of economic development of the Russian economy, which happened in the face of economic sanctions. Objectives of the article: justify practical directions and recommendations related to sustainable national socio-economic development in the context of external constraints, determine the prospects for the economy of theRussian Federationin the conditions of the introduction of sectoral sanctions by Western countries. The Results: The study revealed that the harsh environment (sanctions, depreciation of the ruble, and others.) Require surgical intervention and adjustments not only the current socio-economic plans, but also to take urgent measures to ensure the development prospects. The most important decision is the degree of support advanced scientific and technical programs and the creation of new domestic technologies.
Conclusions / significance: Measures to ensure the recovery mechanism of reproduction of the development potential of the economy on the basis of innovation should be complemented by a faster action to increase the absorptive capacity for innovation and new technologies. The practical application of the results of this work will improve procedures for forecasting and planning the strategic development of an economic complex in view of the current economic and social trends.
The concept of a network of educational institutions as one of the causes that negatively aff ect the competitiveness of higher education inRussia, directly points to the narrow realm of training in a particular area. There is a danger of destruction of branch universities in the existing system of higher education. Meanwhile, studies of the real value of specialized higher education in our country, and the reasons for determining this value is not enough, and the available knowledge is fragmented. In the article on the example of high schools of the Ministry of Agriculture ofRussiaproved that a specialized education can become a decisive factor in improving the quality of human capital, the development of the industry areas of the state. There are at least several reasons that indicate the need to stimulate the development processes of every kind of agricultural universities. The first reason has to do with the movement of the world community towards the reorganization of the national systems of higher education, where the central place is given to the development of specialized training programs. It should be particularly emphasized that higher education around the world is no longer the subject of domestic policy. Universities are fighting for the education market, and the availability of specialized educational programs has a decisive importance in this struggle. In addition, the authors say, in the Russian context agrarian universities are able to become a guarantor of the development of rural areas, helping to overcome the social consequences of reform of the agricultural sector. Another reason is related to the specificity of the educational process in agricultural universities and answers the question why agricultural education is a special form of organization of educational process, which is closely related to the agricultural sector of the country. Studies conducted by the authors suggest that the destruction of the existing system of national agricultural education and attempt to realize the plans of association of agricultural universities in the framework of classical universities will have a negative impact on the state policy aimed at achieving the goal of food security ofRussiaand the competitiveness of Russian regions.

The relevance of this study is due to the fact that the current strategic goal of Economic Development is to create conditions that will ensure high and stable economic growth of the country and its socio-economic systems. One of the most effective tools for achieving the above goal should be the process of implementation-oriented management in the social and economic systems of the national economy, as they are a key factor in increasing the competitive advantages such as cost reduction, quality improvement, development of new markets, improve the country's image. This article discusses the features of the application program and target planning to company management, is an example of implementing and using techniques "Lean Production" in one of the domestic enterprises using program-target method.

As part of the presentation of the article the author has been found that in the current climate of uncertainty and risk for Russian business to the fore issues that previously were not so relevant: how to be built business processes; which represent the optimal organizational structure; how to create a functioning system of quality management; what must be done to reduce the unit costs of production without compromising the quality of the products; how to motivate employees to achieve their goals. All of the above it is the projection of the same problem the effective development and implementation of the planned development strategy based on Management by Objectives.

Classical and modern approaches to understanding of the contents of the term «sustainable development» are presented in article; the main directions of its providing at national and regional level during various periods of the contemporary history of the Russian state are characterized. It is shown that as sustainable social and economic development it is necessary to consider the development directed on creation of conditions for worthy quality of life of the population which has to be provided to recent and future generations. On the basis of the analysis of the program documents of the Russian state devoted to a problem of providing a sustainable development of regions and the countries in general it is proved: 1. The maintenance of the main directions of a sustainable development depends on the external and internal factors infl uencing territorial system in concrete timepoints. 2. The state policy of ensuring sustainable regional development has to have strategic character. 3. National and regional strategy and programs of social and economic development have to contain the short-term measures and measures of strategic character providing conditions for sustained economic growth of regional economy. The presented conclusions can be used at justification of priorities of state programs of spatial development, and also when determining structure of the actions providing sustainable social and economic development of territories.
Importence. In the article the study of the mechanisms of the audit costs of municipal unitary enterprises providing public utilities is conducted.
Objectivs. The features of the audit of costs and factors have a significant impact on the functioning mechanism of the municipal unitary enterprise providing utility services Methods. Empirical research methods based on the examination ofents and results of the municipal unitary enterprise providing utility services.
Results. It considers the problems to be solved in the course of the audit cost, the stages of the audit costs and factors that have a significant impact on the functioning mechanism of the municipal unitary enterprise.
Conclusions and Relevance. The municipal unitary enterprises should always be audited, as they are not only an integral element of the Russian economy, but also acts as an intermediary between the municipality and the population as redistribute incomes by implementing its socially significant activities. The central role of the audit in this case is given to the study of characteristics of the constituent elements of the analytical accounting system of income and expenditure of municipal unitary enterprises.
The subject of the article is Russian special economic zones.InstituteofSpecial EconomicZones in theRussian Federationis known since the late 80-es of the last century. In some regions, in order to attract additional investments the first SEZ were created. And, as a result, despite a series of setbacks in some parts of the country, it has been shown that special economic zones can be an effective tool for economic development. An example of one of the most successful zones is theKaliningradspecial economic zone, established in 1991. The role of its residents in gross regional product per twenty-four years has become quite significant. The purpose of this work is to show the results of operations of Kaliningrad SEZ and its value among other Russian SEZs.
The methodological base of the research is comparative analysis, cause-effect relationships, as well as historical method.
The current results of its operations, as well as the structure of investment by industry are presented in this article. In addition, the author analyzes specialization and the results of development of zones that are under the control of the state-owned JSC “SEZ”. Despite the declared in 2008 by the government priority of high-tech and innovative industries, mainly industrial production zones have been developed in our country, but not technical innovation ones. Thereby touristic recreation and port zones are still deprived of sufficient investor attention. Among industrial production special economic zones, in terms of development, we can highlight zones in theLipetskregion (SEZ “Lipetsk”) and theRepublicofTatarstan(SEZ “Alabuga”). The main indicators of these industrial production zones are compared with those of the SEZ in theKaliningradregion. And as shown by this analysis, the Kaliningrad SEZ is the most developed SEZ, and is the “locomotive” of all Russian special economic zones: all its indicators exceed the values in two other analyzed areas, and the majority – more than their total value.

Purpose. The main purpose of the presentation material in this article we conclude, is to find methods to increase efficiency chelovechesky potential on the basis of family relationships.
Methodology. In this paper, the methods used: abstractstion, analysis and synthesis, analogy, dialectic method of induction and deduction, observation, generalization, objectivism, compare.
Conclusions / relevance. In the context of the trends of aging and reduction of the country's population, the reform of the pension system creates a number of conditions on the one hand, contribute to the solution of the demographic problem, but on the other – has a multifactorial effect on the quality of human capital as a result of parental work. The article presents the possible approaches to solving this problem. Practical application of the results of this work will allow to rethink the approach to the concept of human resources, improving the socio-economic development of theRussian Federation.
