В статье рассматривается история становления и развития управления международной миграции на глобальном уровне. Проанализирован феномен двойственного характера миграционной политики на глобальном, региональном и национальном уровнях, обусловленный несовпадением интересов различных факторов системы международных отношений. Приводятся рекомендации по совершенствованию управления миграционными процессами
