СONTENTS AND DIRECTIONS STEADY SOCIAL AND ECONOMIC DEVELOPMENT OF REGIONS OF RUSSIA

Abstract

Classical and modern approaches to understanding of the contents of the term «sustainable development» are presented in article; the main directions of its providing at national and regional level during various periods of the contemporary history of the Russian state are characterized. It is shown that as sustainable social and economic development it is necessary to consider the development directed on creation of conditions for worthy quality of life of the population which has to be provided to recent and future generations. On the basis of the analysis of the program documents of the Russian state devoted to a problem of providing a sustainable development of regions and the countries in general it is proved: 1. The maintenance of the main directions of a sustainable development depends on the external and internal factors infl uencing territorial system in concrete timepoints. 2. The state policy of ensuring sustainable regional development has to have strategic character. 3. National and regional strategy and programs of social and economic development have to contain the short-term measures and measures of strategic character providing conditions for sustained economic growth of regional economy. The presented conclusions can be used at justification of priorities of state programs of spatial development, and also when determining structure of the actions providing sustainable social and economic development of territories.
