USE OF THE MATRIX MODEL PRINCIPLES FOR THE COMPLEX ASSESSMENT OF INSTITUTIONAL CHANGES EFFICIENCY

Abstract

Sustainable innovative development of the national enterprise environment is determined of effective institutes, institutional mechanisms of support of their development. Absence or a lack of effective institutes of development can lead to institutional vacuum, replacement of formal rules of functioning with the informal.

Purposes / tasks. The purpose of the article is creation the conceptual model of a national enterprise environment sustainable development and the matrix model of an assessment of institutional changes efficiency.

Methodology. In conducting this study, the main sources of original data are the reports Global Епtrерrеnеuгshiр Моnitог, GEM. The basis of methodical developments based on the comparative method, scientific logic method, method of analysis and synthesis of the available data.

Results. Development of practical tools of an institutional changes assessment is result of the conducted research. These practical tools are based on matrix methods.

Conclusions / importance. The matrix of a complex assessment of efficiency of institutional changes on levels provides presentation of representation of difficult interrelations, allows to carry out the logical analysis of difficult structures, to trace the happening dynamic changes, to build scenarios of development and to estimate their efficiency .
