THE PLACE AND ROLE OF THE «SOCIAL GOSPLAN» IN THE SYSTEM OF STRATEGIC PLANNING

Abstract

The article substantiates the need for improving systems and techniques of the state management of national socio-economic development. It concretizes the specifics of strategic and goal-oriented program planning under present-day conditions that call for taking into account directive and probabilistic (low predictability) methods of managing national socio-economic development. The author proves that under present-day conditions it is appropriate to establish not just the Gosplan (State Planning Committee), but a number of «Social Gosplans» designed for managing the provision of the necessities of life to people at both national and regional levels.
