Методологические подходы моделей управления рисками включают в себя концепции и подходы, направленные на решение проблем управления рисками при формировании и реализации программ инновационного развития регионов, исследованные в отечественной и зарубежной литературе, основанные на математическом аппарате дихотомического и сетевого программирования.</p></sec><sec><title>Результаты работы</title><p>Результаты работы: В статье дано методологическое обоснование и описание критериальных аспектов управления такими задачами, как анализ рисков. Развита теория проектных рисков комплекса программ инновационного развития регионов, представлены модели оценки сложного риска программы. Приведена постановка задачи управления рисками и формирования многоцелевых программ с учетом сложных рисков, а также ограничений на финансирование среднерисковых и высокорисковых программ. Представлены алгоритмы решения задачи управления рисками методами дихотомического и сетевого программирования. Выполнен переход от программно-целевого к интегрированному управлению, предполагающему совместное системное использование проектного и сценарного подходов, что позволило рассматривать их целостно, формировать комплекс проектов–программ, применить механизмы управления рисками на основе качественных оценок и предложить количественные модели управления проектными и программными рисками комплекса программ.</p></sec><sec><title>Выводы</title><p>Выводы: Предлагаемый подход может быть использован как инструмент анализа и учета рисков при формировании и реализации множества программно-целевых документов государственного и регионального уровня с переходом к проектному управлению.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Purpose</title><p>Purpose: the aim of the work is to study the risks of innovative development of regions and industries, develop systemic risk management models in the formation and implementation of innovative development programs in the region.</p></sec><sec><title>Methods</title><p>Methods: the work used general scientific methods and approaches to research, such as analysis, comparison, generalization, optimization methods. Methodological approaches of risk management models include concepts, approaches aimed at the problems of risk management in the formation and implementation of regional innovative development programs, studied in domestic and foreign literature; mathematical apparatus of dichotomous and network programming.</p></sec><sec><title>Results</title><p>Results: the article provides a methodological justification and description of the criteria aspects of managing such tasks, risk analysis, develops a theory of project risks of a complex of innovative development programs for regions, presents models for assessing complex risk of a program, gives a statement of the problem of risk management and the formation of multi-purpose programs taking into account complex risks, as well as limitations for financing medium-risk and high-risk programs, algorithms for solving the risk management problem by dichotomous methods and networks are presented of programming. The transition from program-targeted management to integrated (joint system use of the project and scenario approaches) was completed, which allowed us to consider them holistically, form a complex of projects–programs, apply risk management mechanisms based on qualitative assessments and propose quantitative models for managing project and program risks of a program complex.</p><p>Conclusions and Relevance: the proposed approach can be used in the formation and implementation of many program-targeted documents of the state and regional level with the transition to project management, as a tool for analysis and accounting of risks.</p></sec></trans-abstract><kwd-group xml:lang="ru"><kwd>инновационное развитие</kwd><kwd>отрасль</kwd><kwd>региональные риски</kwd><kwd>моделирование</kwd><kwd>управление рисками</kwd><kwd>дихотомическое программирование</kwd><kwd>сетевое программирование</kwd></kwd-group><kwd-group xml:lang="en"><kwd>innovative development</kwd><kwd>industry</kwd><kwd>regional risks</kwd><kwd>modeling</kwd><kwd>risk management</kwd><kwd>dichotomous programming</kwd><kwd>network programming</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Клейнер Г.Б.
