Цель: Целью работы является исследование проблем инновационного развития Республики Казахстан и ее регионов, в частности, рассмотрение управления инновационным развитием регионов на основе интегрированного управления – совместного использования проектного и сценарного подходов для дальнейшего применения системных моделей формирования и реализации программ инновационного развития регионов.

Методология проведения работы: В работе использованы методы системного анализа, концепция системно-интегрированного управления, использованы инструменты экономико-кибернетического моделирования, включая совместное использование проектного и системного подходов, а также очерчен методологический контур исследования.

Результаты работы

Результаты работы: Определены наиболее важные задачи и предпосылки, необходимые для решения задач управления инновационным развитием страны. Предложены теоретические и методологические подходы к управлению инновационным развитием региона, рассмотрена концепция проектного управления регионом, осуществлен переход от рассмотрения самой экономки к комплексу государственных программ их развития, взятых в качестве взаимосвязанной системы. Государственные программы в этом контексте рассматриваются как совокупность проектов (программ), для анализа и реализации которых в дальнейшем предлагается использовать сценарное управление. На основе рассмотренного концептуального подхода и интегрированного метода управления инновационным развитием предложена экономико-кибернетическая модель.

Выводы

Выводы: Для управления инновационным развитием страны и ее регионов возможно и нужно использовать переход к системному управлению комплексом стратегических и плановых программ развития страны и ее регионов, представляющим собой интегральную систему взаимосвязанных документов. Кибернетическая модель системы управления инновационным развитием региона позволяет осуществлять переход к использованию интегрального подхода совместного использования сценарного и проектного управления в системном моделировании формирования и реализации программ ИРР, а также эффективно подбирать управленческие решения для дальнейшей реализации программ (проектов) развития.

Purpose

Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches).

Methods

Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study.

Results

Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed.

Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents. The cybernetic model of the region's innovative development management system allows making a transition to using an integral approach of sharing scenario and project management in system modeling of the formation and implementation of IRR programs and effectively selecting management solutions for the further implementation of development programs (projects).
