Москве и концептуальной модели системы мониторинга транспортной инфраструктуры.</p><p>Методология проведения работы: Для достижения цели авторами проведен анализ зарубежного и отечественного опыта развития велотранспортной инфраструктуры и методов оценки уровня ее развития. При подготовке статьи использованы результаты контент-анализа научных публикаций и научно-исследовательских отчетов российских и зарубежных ученых и практиков, являющихся экспертами в области повышения мобильности городского населения в мегаполисах, полевых исследованиях и наблюдениях. В основу исследования положен маркетинговый подход, который учитывает как объективные показатели развития велотранспорта, так и воспринимаемый жителями уровень развития велотранспортной инфраструктуры.</p></sec><sec><title>Результаты работы</title><p>Результаты работы: Повышение мобильности жителей Москвы с использованием экологических видов транспорта – важная стратегическая задача мегаполиса. Для ее успешного решения необходимо создание системы мониторинга, обеспечивающей контроль достижения целей развития велотранспортной инфраструктуры. В статье представлены результаты разработки системы мониторинга уровня развития велотранспортной инфраструктуры. Разработана система показателей, являющаяся основой системы мониторинга, выполнено тестирование методики. Результаты тестирования могут быть определены как исходные для следующего цикла мониторинга.</p></sec><sec><title>Выводы</title><p>Выводы: Анализ международного и российского опыта развития транспортной инфраструктуры мегаполисов показал значительный интерес к интеграции велотранспорта в мультимодальные поездки пассажиров. Активное использование велотранспорта связано с изменением транспортного поведения жителей мегаполиса, что в значительной степени определяется уровнем развития велоинфраструктуры. Велоинфраструктура должна соответствовать запросами горожан, безопасности перемещения по городу на велосипеде, а также другим характеристикам, обеспечивающим привлекательность и удобство использования велосипедов в городе. В работе предложена система мониторинга уровня развития велотранспортной инфраструктуры. В основу мониторинга положена оценка иерархических показателей, сгруппированных по целям управления. Рекомендованные к применению в системе мониторинга показатели соответствуют принципам доступности получения информации, отражают как субъективные, так и объективные факторы, характеризующие развитие велотранспортной инфраструктуры, позволяют выявить локальные проблемы велотранспортной инфраструктуры на всех участках движения велосипедистов. Тестирование системы мониторинга подтвердило возможность ее применения для поддержки принятия управленческих решений по совершенствованию транспортной системы города. </p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Purpose</title><p>Purpose: of the article is a proposal for a methodology for assessing the level of development of Cycling infrastructure in Moscow and a conceptual model of a system for monitoring transport infrastructure.</p></sec><sec><title>Methods</title><p>Methods: to achieve this goal, the authors analyzed foreign and domestic experience in the development of the cycle transport infrastructure and methods for assessing its level of development. In preparing the article, the results of content analysis of scientific publications and research reports of Russian and foreign scientists and practitioners who are experts in the field of increasing the mobility of the urban population in megalopolises, in field studies and observations are used. The study is based on the marketing approach, which takes into account the objective indicators of the development of Cycling and the perceived level of development of Cycling infrastructure.</p></sec><sec><title>Results</title><p>Results: increasing the mobility of Moscow residents using environmental modes of transport is an important strategic task of the metropolis. For its successful solution, it is necessary to create a monitoring system that provides control over the achievement of the objectives of the development of Cycle transport infrastructure. The article presents the results of the development of a system for monitoring the level of development of Cycling infrastructure. A system of indicators, which is the basis of the monitoring system, has been developed, and the methodology has been tested. The test results can be defined as initial for the next monitoring Cycle.</p><p>Conclusions and Relevance: the analysis of international and Russian experience in the development of transport infrastructure of megacities showed a significant interest in the integration of Cycling in multimodal travel of passengers. Active use of Cycling is associated with a change in the transport behavior of residents of the metropolis. This is largely determined by the level of development of the Cycle transport infrastructure. The Cycle infrastructure must meet the demands of citizens, the safety of cycling around the city, as well as other characteristics that provide the attractiveness and convenience of using cycles in the city. The paper proposes a system for monitoring the level of development of Cycling infrastructure. The monitoring is based on the assessment of hierarchical indicators grouped by management objectives. The indicators recommended for use in the monitoring system correspond to the principles of accessibility of information, reflect both subjective and objective factors that characterize the development of Cycling infrastructure, allow to identify local problems of Cycling infrastructure in all areas of Cycling.
