Цель: Принимая во внимание особую роль воздушного транспорта в обеспечении необходимых условий для нормального функционирования экономики страны и удовлетворения транспортных потребностей населения, автор поставил целью в настоящей статье критически проанализировать современное состояние гражданской авиации России и предложить инновационные мероприятия по модернизации развития и совершенствованию управления использованием ее материально-технической базы.

Методология проведения работы: Автор применил системный подход к исследованию проблемы на основе изучения и критического анализа трудов отечественных и зарубежных специалистов по исследуемой проблеме, руководствовался основными положениями теории конкурентной борьбы за потребителей транспортных услуг, использовал метод комплексного анализа статистических данных в динамике за длительный период времени (2000–2017 гг.) и метод экспертных оценок.

Результаты работы

Результаты работы: Осуществлен всесторонний критический анализ современного состояния материально-технической базы гражданской авиации России, с выявлением недостатков и положительных тенденций в ее развитии и использовании. Рассмотрены направления модернизации ее дальнейшего развития и использования на основании инновационных технологий.

Выводы

Выводы: Воздушный транспорт России является единственным из всех, формирующих единый транспортный комплекс страны, универсальных видов транспорта, показывающим рост основных технико-экономических показателей деятельности за последние несколько лет. Для сохранения достигнутых положительных тенденций и дальнейшей модернизации материально-технической базы отрасли на основании инновационных технологий, необходимых для обеспечения выполнения задач, поставленных перед транспортной отраслью в Майском (2018 г.) Указе Президента РФ В.В. Путина, необходима всесторонняя государственная поддержка, прежде всего, в отношении снижения налогового бремени, установления научно обоснованных цен на топливо и оптимизации арендной и лизинговой платы за пользование основными производственными фондами.

Purpose

Purpose: taking to attention exclusive role of air transport concerning necessity of providing the conditions for normal function of state economy and to satisfy the demands of population, the author put the purpose to analyze the modern condition of the Russian civil aviation development and to propose innovative arrangements in the field of modernization it's material-technical base future development and using.

Methods

Methods: the author uses the system approach to perform this research; results of the scientific research of the other specialists in the problem; structure and function analysis; the theory of competitor's struggle for market; complex analyses of statistics and expert evaluations methods.

Results

Results: the system critical analyses of the modern condition of the Russian civil aviation material-technical base development is performed and innovative arrangements in the field of modernization Russian civil aviation material-technical base future development and using are proposed.

Conclusions and Relevance: Russian civil aviation is the single one among all another universal types of transport reached growth of all basic technic-economical indexes for last several years. Due to keeping such positive tendencies and guaranteeing modernization Russian civil aviation material-technical base future development and using on the base of innovative technologies state assistance is necessary in the field of increasing taxes, fuel prices and rent fees for using main productive funds.
