Актуальность статьи обусловлена насущной необходимостью формирования методологических основ исследований в области региональных финансов, продиктованной существенным увеличением объемов и состава социально-экономических задач, решение которых, включая финансовое обеспечение, возлагается на органы государственной власти субъектов Российской Федерации. В статье изложены результаты исследований автора в области институционального анализа устой- чивости региональной финансовой системы, как совокупности институтов и организаций, взаимодействующих с региональным реальным сектором экономики.

Методология

Методология. Методической основой данной статьи являются экономико-статистические методы анализа, нормативно-правовые документы в области обеспечения устойчивости региональной финансовой системы, публикации в области обеспечения экономической и финансовой безопасности.

Выводы / значимость

Выводы / значимость. Практическая значимость работы заключается в ориентации положений, выводов и разработка рекомендаций, направленных на широкое использование, поиск и адаптацию источников институционального анализа устойчивости региональной финансовой системы, которые могут использоваться законодательными и исполнительными органами Российской Федерации, Министерством обороны в текущей деятельности.

Предложены методологические подходы к структуризации задач институционального анализа на основе иерархического представления институциональной среды функционирования финансовой системы субъекта федерации.

The relevance of the article due to the urgent need to develop a methodological framework in the field of regional finance research dictated by the substantial increase in the volume and composition of the socio-economic problems, the solution of which, including financial support, the responsibility of the public authorities of the Russian Federation. The article presents the results of the author's research in the field of institutional analysis of the stability of the regional financial system as a set of institutions and organizations interacting with the regional real sector of economy.

Methodology

Methodology. The methodological basis of this article are the economic and statistical methods of analysis, legal documents in the field of the sustainability of the regional financial system, publications in the field of economic and financial security.

Conclusions / relevance

Conclusions / relevance. The practical significance of the work lies in the provisions of orientation, conclusions and recommendations aimed at the widespread use of search and adaptation of the institutional analysis of the sources of the regional stability of the financial system, which can be used by the legislative and executive authorities of the Russian Federation, the Ministry of Defence in the current activity.
