Данная статья представляет собой обзор основных логистических и технологических решений, которые необходимо реализовать для рационализации недропользования в Европейской Арктике. Тема данной работы весьма актуальна, поскольку Россия, несмотря на высокую ресурсную базу, имеет недостаточно развитую институциональную основу, а добыча ресурсов характеризуется максимальным уровнем потерь потенциальной валовой стоимости углеводородного потенциала.</p><p>Целью данной статьи является обоснование приоритетов России на национальном и региональном уровне, связанных с добычей полезных ископаемых, на основе использования «Зеленой» логистики как инструмента экологической безопасности институционально-инновационного недропользования Европейской Арктики. Методической основой данной статьи являются сравнительные и экономико-статистические методы анализа.</p><p>Результатами данной статьи стали последовательно решенные задачи, направленные на достижение поставленной цели, в частности: обоснованы выводы, что Арктика является мировым наследием и «климатической лабораторией» планеты, поэтому освоение ресурсного, промышленного и транспортно-логистического потенциала этого региона необходимо базировать на «зеленых» технологиях; в статье рассмотрены четыре экологически ориентированных направления (создание материально-технической базы, формирование безопасного ледокольного флота, разработка новых систем навигации и коммуникаций, энергоснабжение), которые позволят освоить промышленный и транспортно-логистический потенциал Арктики с минимальной техногенной нагрузкой.</p></sec><sec><title>Выводы</title><p>Выводы. Были получены следующие основополагающие выводы: во-первых, приарктические и арктические территории представляют собой мировое наследие, поэтому освоение месторождений на них должно осуществляться в интересах всего мирового сообщества на недискриминационной основе; во-вторых, запасы углеводородных ресурсов, сконцентрированных в Европейской Арктике, в настоящее время не могут быть извлечены без экологических последствий, доступ к этим ресурсам ограничен в силу неразвитости транспортной составляющей, поэтому должны быть использованы неагрессивные технологии извлечения первичных энергетических ресурсов из месторождений Арктики.</p></sec></abstract><trans-abstract xml:lang="en"><p>This article is an overview of the major logistics and technology solutions to be implemented to streamline the subsoil use in the European Arctic. The theme of this work is very urgent, because Russia, despite the high resource base is underdeveloped institutional framework and resource extraction is characterized by the maximum level of loss of potential gross value of the hydrocarbon potential.</p><p>The purpose of this article is to study Russian priorities at national and regional level, related to mining, through the use of «green» logistics as an instrument for environmental safety and institutional innovation subsoil of the European Arctic.</p><sec><title>Methodology</title><p>Methodology. The methodological basis of this article are comparative, economic and statistical analysis methods.</p><p>The results of this paper have become the solutions to problems, to achieve this goal, in particular: a substantiated conclusion that the Arctic is a world heritage and «climate laboratory» of the planet, so the development of the resource, industrial, transport and logistics potential of the region need to be based on «green» technologies; The article describes four environmentally-oriented direction (creating material and technical base, the formation of a safe icebreaker fleet, the development of new navigation and communication systems, power supply), which will enable to master the industrial, transport and logistics potential of the Arctic with minimal anthropogenic load.</p></sec><sec><title>Conclusions</title><p>Conclusions. The following basic conclusions were as follows: first, subarctic and arctic areas are world heritage, so the development of deposits on them should be in the interest of the world community on a non-discriminatory  basis; secondly, hydrocarbon reserves, concentrated in the European Arctic, currently can not be extracted without environmental impacts, access to these resources is limited due to lack of development of the transport component, therefore, should be used aggressive techniques of extraction of primary energy resources of the Arctic fields.</p></sec></trans-abstract><kwd-group xml:lang="ru"><kwd>«зеленая» логистика</kwd><kwd>«зеленая» экономика</kwd><kwd>Европейская Арктика</kwd><kwd>транспортно-логистический потенциал</kwd><kwd>экологическая безопасность</kwd></kwd-group><kwd-group xml:lang="en"><kwd>«green» logistics</kwd><kwd>«green» economy</kwd><kwd>the European Arctic</kwd><kwd>transport and logistics capacity</kwd><kwd>environmental safety</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Пан Ги Мун (2014).
