Порядка 30–40 стран планируют развивать атомную энергетику [2, с. 3; 3, с. 3; 4]. Для «стран-новичков» важно стимулирование национальной промышленности благодаря проектам АЭС на базе трансфера технологий и локализации (далее – ТТЛ). Изучение и систематизация мирового опыта в этой области представляет интерес в целях разработки программ развития национальной промышленности. Цель и задачи. Цель статьи – выявить факторы успеха ТТЛ. Задачи статьи: 1) исследовать международный опыт ТТЛ в области атомных энергетических технологий; 2) выявить из мировой практики и проанализировать предпосылки, содержание, этапы, способы организации, форматы и результаты ТТЛ. Методы. В исследовании использованы методы анализа и синтеза, в том числе проблемно-хронологического, причинно-следственного и логического анализа, а также историко-диахронный метод (метод периодизации). Результаты. На основании анализа трех кейсов по развитию атомной энергопромышленной отрасли на основании ТТЛ (Франции, Южной Кореи и Китая) получены представленные ниже выводы. Выводы. К факторам успеха ТТЛ относятся: поддержка правительства, которое обеспечивает наличие долгосрочного правительственного плана по развитию атомной энергетики и промышленности для атомной энергетики на базе ТТЛ, а также соответствующее международное сотрудничество (при благоприятной конъюнктуре «рынка покупателей АЭС»); комплексный подход к реализации национальной программы ТТЛ и проектов сооружения АЭС: подписание с вендорами контрактов на сооружение АЭС с условием передачи технологий; работы по проектированию и сооружению АЭС должны реализовываться с обучением и передачей технической документации и программного обеспечения. Взаимодействие по трансферу технологий может реализовываться через формат лицензионных соглашений и создание совместных предприятий; поддержка общественности.</p></abstract><trans-abstract xml:lang="en"><p>countries are considering nuclear power industry development [2, p. 3; 3, p. 3; 4]. For newcomer-countries it is of great importance to stimulate the national industry through NPP projects implementation based on technology transfer and localization (TTL). The study and systematization of world experience is useful in purpose to elaborate the national industry development programs. Objectives. The aim of article is to determine success factors of TTL; tasks: 1) to study TTL international experience in the fi eld of nuclear power technologies; 2) on the ground of the world practice to analyze preconditions, contents, stages, arrangement modes, formats and results of TTL. Methods. The following methods are utilized in the study: analysis and synthesis including problem-chronological, cause and eff ect and logical analysis and historical-diachronic method (method of periodization). Results. The following conclusions presented below have been made on the basis of the three cases study related to nuclear industry development using TTL (France, South Korea and China). Conclusions. The TTL success factors includes: Government support that provides long-term governmental development plan of nuclear power and industry for nuclear power based on TTL, and an appropriate international cooperation (under favorable conditions of “NPP buyers market”); Complex approach to implementation of the national TTL program and NPP construction projects: signing of NPP construction contracts with vendors stipulating technology transfer; NPP designing and constructing should be performed jointly with training and transferring of technical documentation and software.
