Одним из инструментов государственной финансовой поддержки капиталоемких, экономически состоятельных и финансово-эффективных, а также социально-значимых инвестиционных проектов, которые позволяют создать «точки роста», являются государственные гарантии Российской Федерации.</p></sec><sec><title>Цель</title><p>Цель: Целью исследования является раскрытие возможных направлений совершенствования условий и порядка предоставления государственных гарантий Российской Федерации, способствующих увеличению количества и качества инвестиционных проектов, имеющих важное общественное значение.</p></sec><sec><title>Методология</title><p>Методология: На основе использования методов анализа и синтеза, индукции и дедукции проанализированы возможности создания более привлекательных условий для принципалов, предложены мероприятия, позволяющие снизить риски публично-правового образования при предоставлении гарантий по кредитам или облигационным займам на реализацию инвестиционных проектов.</p></sec><sec><title>Результаты</title><p>Результаты: Определены принципы предоставления государственной гарантийной поддержки, обеспечивающие интересы, как принципалов, так и гаранта. Обоснованы основные направления совершенствования государственных гарантий Российской Федерации: обеспечение большей доступности получения гарантийной поддержки за счет снижения стоимости инвестиционного проекта, которому может быть предоставлена государственная гарантия; сокращение сроков принятия решений о предоставлении государственной гарантии; повышение ответственности кредиторов за качественную оценку кредитоспособности принципала и инвестиционного проекта; внесение изменений в методику оценки социальной эффективности инвестиционных проектов; повышение прозрачности информации о предоставленных государственных гарантиях Российской Федерации.</p></sec><sec><title>Выводы</title><p>Выводы: Основной результат проведенного исследования состоит в том, что в условиях экономической турбулентности государственные гарантии, предоставляемые по кредитам или облигационным займам на реализацию инвестиционных проектов, могут создавать привлекательные условия для бизнеса только на взаимно приемлемой и долгосрочной основе, что требует соблюдения системообразующих принципов государственно-частного партнерства. </p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Importance</title><p>Importance: Under current conditions, the Russian economy needs investment resources to ensure sustainable social and economic development. One of instruments of state-financing backing that can be used to support capital intensive, economically viable, financially and socially efficient investment projects that create "growing points" are state guarantees of theRussian Federation.</p></sec><sec><title>Objective</title><p>Objective: The objective of this study is to identify possible ways to improve the requirements and procedures of providing state guarantees of theRussian Federationwhich contribute to the increase in the quantity and quality of investment projects of high social importance. Methods: Through the use of general scientific methods, analysis and synthesis, induction and deduction the possibility of creating a more attractive environment for principals is analyzed, measures to reduce the risk for public legal entities in providing state guarantees of theRussian Federationunder credits or bonded loans raised for investment projects implementation.</p></sec><sec><title>Results</title><p>Results: Principles of state guarantee support that ensure the interests of both the principals and the guarantor are defined. The basic directions for improving the mechanism how state guarantees of theRussian Federationsupport investment projects are justified.
