В первой части статьи представлены дискурс и контент-анализ частотного подхода к поиску решений по востребованным профессиям.Методы. В исследовании теорий, методологий и источников обоснования управленческих решений по востребованным профессиям применен контент-анализ научной литературы, нормативных, правовых и официальных справочных материалов. В анализе и оценке ментальных схем решений по разработке и применению реестров востребованных профессий определяющими служат диалектический метод и дискурс-анализ.Результаты работы. Рассмотрены виды, охарактеризованы признаки и функциональное назначение реестров профессий для обоснования управленческих решений по востребованным профессиям. Раскрыты ключевые причины побуждения лиц, принимающих решения (ЛПР), к применению различных реестров профессий как альтернатив об истинности информационных источников о профессиях. Объяснена методологическая функция диалектики в поиске решений по отбору, найму и эксплуатации работников с применением в качестве истинных источников знаний реестров востребованных профессий. Показан механизм формирования истинных состояний спроса и предложения на рынке рабочей силы с профессиями любой востребованности. Исследована дилемма спроса и вакансий в поиске истинности решений по востребованным профессиям. Охарактеризован инструментарий частотного подхода к поиску решений по востребованным профессиям.Выводы. В поиске решений по востребованным профессиям выявлено доминирование частотного подхода. Установлено, что частотный подход не в полной мере удовлетворяет аналитические потребности ЛПР по управлению востребованными профессиями. Требуется дополнение инструментария частотного подхода инновационными инструментами для поиска решений по востребованным профессиям, в большей мере соответствующим рыночной природе потребности в рабочей силе.</p></abstract><trans-abstract xml:lang="en"><p>Purpose: to develop a dynamic approach to substantiating management decisions for in-demand professions. The first part of the article presents a discourse and content analysis of the frequency approach to finding solutions for in-demand professions.Methods: this research is based on content analysis of scientific literature, regulatory, legal and official reference materials that relate to theories, methodologies and sources of justification of managerial decisions about in-demand professions. In the analysis and evaluation of mental decision schemes for the development and application of registries of in-demand professions, the dialectical method and discourse analysis are decisive.Results: the types, characteristics and functional purpose of the profession’s registers for substantiating management decisions on in-demand professions are considered. The key reasons for encouraging the decision makers to use various registers of professions as alternatives to the truth of information sources about professions are revealed. The methodological function of dialectics in the search for solutions for the selection, hiring and employment of workers with the use of in-demand professions registries as true sources of knowledge is explained. The mechanism of the true supply and demand conditions formation at the labour market with professions of any demand is shown. The dilemma of demand and vacancies in the search for the truth of solutions for in-demand professions is investigated. The tools of the frequency approach to the search for in-demand professions solutions are characterized.Conclusions and Relevance: the dominance of the frequency approach has been revealed in the search for solutions on in-demand professions. It has been established that the frequency approach does not fully satisfy the analytical needs of the decision makers for the management of in-demand professions.
