Используемая методология сформирована на основе теоретических положений концепции нового государственного капитализма, методов анализа статистических данных и научного обобщения.Результаты работы. Раскрыты предпосылки изменения форм экономической активности государства, использования государственной акционерной собственности как инструмента экономической политики. На основе исследования современного научного дискурса и статистических данных обоснован вывод о возрастании интереса к акционерным компаниям с государственным участием как «гибридным» организациям, сочетающим реализацию общественных и коммерческих целей. На примере национального проекта «Эффективная и конкурентная экономика» содержательно раскрыты роль и задачи таких компаний в реализации стратегической цели государства по развитию фондового рынка. Основные результаты исследования заключаются в выделении ключевых направлений эволюции рыночных форм участия государства в экономике и определении роли компаний с государственным участием в достижении национальных приоритетов развития.Выводы. В условиях нарастающих трансформационных процессов сложившиеся теоретические подходы к пониманию роли и функций государства в экономике не отвечают возникающим глобальным вызовам. Происходящие изменения привели к переосмыслению форм государственного участия в экономике и активному развитию концепции нового государственного капитализма, основные идеи и положения которой находят применение в зарубежной и российской практике. В современной экономике «гибридные» организации становятся субъектами реализации государственной экономической политики, что обусловливает необходимость разработки базового нормативного документа, регламентирующего дифференцированный подход к выбору целей деятельности компаний с государственным участием и определению задач государства как собственника в управлении «гибридными» компаниями.</p></abstract><trans-abstract xml:lang="en"><p>Purpose: to clarify and substantiate the role of state-owned enterprises (SOEs) as tools for implementing strategic priorities of the state’s economic policy according to the concept of new state capitalism.Methods: the study uses a methodological approach grounded in the theoretical framework of new state capitalism and incorporates techniques such as statistical data analysis and scientific generalization.Results: the article examines changes in modern state economic activity and proposes using SOEs as policy instruments. The analysis shows increased interest in developing new forms of state-business collaboration and hybrid corporate structures. By studying the national project "Effective and Competitive Economy," the study clarifies SOEs' role in advancing strategic goals related to Russia's stock market growth. The main findings include evaluating evolution key directions of market forms of state economic practices and defining SOEs' role in meeting national development priorities.Conclusions and Relevance: global economic transformations require more flexible approaches than those traditionally associated with state intervention. Modern challenges demand adaptable regulatory frameworks rather than static corrections to market failures. Current shifts are best aligned with the tenets of state capitalism, which are already being integrated into Russia's legislative framework. Although SOEs act as pivotal mechanisms for enacting state economic strategies, they remain heavily influenced by administrative directives from state shareholders.
