Исследование опирается на системный подход, сочетающий принципы государственного управления, цифровой трансформации и стратегического анализа. Применены методы институционального анализа, контент-анализ стратегических документов, сравнительно-аналитический подход и кейс-стади цифровых платформ. Статистические методы и элементы предиктивной аналитики использовались для оценки динамики цифровизации и потенциала ИИ и цифровых двойников. Комплексное применение этих методов обеспечило всестороннее раскрытие роли ЦСПиУ в развитии государственного управления в России.</p></sec><sec><title>Результаты работы</title><p>Результаты работы. ЦСПиУ рассматривается как ключевой элемент современной модели государственного управлении в России, обеспечивающей интеграцию цифровых технологий в процессы принятия стратегических и оперативных решений. Проанализированы его функции, архитектура и практики внедрения через платформы «Госуслуги», «ГосТех» и ЕИП НСУД. Сравнительный анализ подтвердил преимущества цифрового подхода по гибкости и точности. Предложены направления развития ЦСПиУ как основы устойчивой и технологически суверенной модели государственного управления. Предложена категория единой цифровой экосистемы стратегического планирования и управления как совокупности интегрированных решений, объединяющих государственные органы, цифровые платформы и граждан в рамках институционально-структурной модели государственного управления в современной России.</p></sec><sec><title>Выводы</title><p>Выводы. ЦСПиУ выступает важнейшим механизмом модернизации и формирования устойчивой модели госуправления в России, интегрируя технологии ИИ, больших данных и цифровых двойников в процессы стратегического планирования, что может способствовать переходу к гибким, проактивным и обоснованным управленческим решениям. Для эффективной реализации ЦСПиУ необходимо преодоление технологической зависимости, нормативных ограничений и кадрового дефицита. Полученные результаты формируют основу для институционализации ЦСПиУ и развития единой цифровой экосистемы стратегического планирования и управления в России.   </p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Purpose</title><p>Purpose: to reveal the concept of digital strategic planning and management (DSPM) as an institutional mechanism for the formation of a modern model of public administration in Russia.</p></sec><sec><title>Methods</title><p>Methods: the study employs a systemic approach integrating public administration, digital transformation, and strategic analysis. Methods include institutional and content analysis, comparative assessment, and case studies of digital platforms. The integrated application of these methods provided a comprehensive understanding of the role of digital strategic planning and management (DSPM) in the development of public administration in Russia.</p></sec><sec><title>Results</title><p>Results: digital strategic planning and management is considered a key element of the modern model of public administration in Russia, ensuring the integration of digital technologies into the processes of making strategic and operational decisions. Its structure and implementation via platforms such as Gosuslugi, GosTech, and the Unified National Security Information System are examined. Comparative analysis highlights the flexibility and precision of digital approaches. Development priorities for DSPM are proposed to support sustainable and technologically sovereign models of public administration in Russia. The category of a single digital ecosystem of strategic planning and management is proposed as a set of integrated solutions that unite government agencies, digital platforms and citizens within the framework of the institutional and structural model of public administration in modern Russia.</p><p>Conclusions and Relevance: DSPM is a key mechanism for modernizing public administration and shaping a sustainable model of Russian statehood by integrating AI, big data, and digital twins into strategic planning. It enables a shift toward flexible and data-driven decision-making. Effective implementation requires addressing technological dependence, regulatory barriers, and staff shortages.
