Для решения поставленных задач использовались общенаучные методы: метод наблюдения за изменениями в социально-экономической системе в ходе пандемии COVID-19; метод описания, включающий систему сбора и представления данных и их характеристик; метод анализа для выделения и изучения отдельных этапов процесса трансформации социально-экономической системы в контексте их изменений под влиянием эпидемиологических факторов. Кроме того, в исследовании применялись специальные методы группировки, сбора и экономико-статистического анализа данных, метод расчета структурных сдвигов на основе коэффициента Гатева и другие.Результаты работы. Во-первых, определено, что наибольшей стабильностью отраслевой структуры в период пандемии характеризовались субъекты с высокой двусторонней открытостью экономики – высоким уровнем как экспортных, так и импортных квот: в большей части субъектов группы отраслевая структура изменилась незначительно как в первый, так и во второй год пандемии. Во-вторых, большей стабильностью отраслевой структуры в период пандемии характеризовались субъекты с более высоким уровнем импорта: несмотря на более высокий уровень динамики отраслевой структуры, различия по годам невысокие. В-третьих, установлено, что наименее стабильной отраслевой структурой в период пандемии отличались субъекты с низким уровнем импортных квот, независимо от уровня экспортных квот: отраслевая структура субъектов была значительно трансформирована.Выводы. Для повышения уровня устойчивости региональной экономики к непредсказуемым шоковым воздействиям необходиморасширять экспортно-импортные контакты с долгосрочным увеличением объемов международной торговли, укреплять и стабилизировать существующие торговые отношения с зарубежными организациями по линии сильных региональных сторон, а также усиливать позиции регионального производства во внутреннем потреблении.</p></abstract><trans-abstract xml:lang="en"><p>Purpose: is to identify patterns in the regional industrial structure dynamics in response to the changing nature and volume of the region's export-import operations due to the sudden impact of the COVID-19 pandemic.Methods: general scientific methods were used: the method of monitoring changes in the socio-economic system during the COVID-19 pandemic; the description method, including a system for collecting and presenting data; the analysis method for identifying and studying stages of the process of socio-economic system transformation in the context of their changes under the influence of epidemiological factors. In addition, special methods of grouping, collecting and economic-statistical analysis of data, Gatev coefficient method for calculating structural shifts, and others are used.Results: firstly, it was determined that the most stable sectoral structure during the pandemic was presented by subjects with a high bilateral economic openness (a high level of both export and import quotas). In most of the subjects of the group, the sectoral structure changed slightly both in the first and in the second year of the pandemic. Secondly, subjects with a higher level of imports were characterized by greater stability of the sectoral structure during the pandemic: despite the higher level of dynamics of the sectoral structure, the differences over the years are not high. Thirdly, it was found that the subjects with a low level of import quotas, regardless of the level of export quotas, were the least stable sectoral structure during the pandemic: the sectoral structure of the subjects was significantly transformed.Conclusions and Relevance: to increase the resilience of the regional economy to unpredictable shocks, it is necessary to expand exportimport contacts with a long-term increase in international trade, strengthen and stabilize existing trade relations with foreign organizations along the lines of regional strengths, and it is also necessary to strengthen the position of regional production in domestic consumption.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>трансформация</kwd><kwd>деглобализация</kwd><kwd>цепочки добавленной стоимости</kwd><kwd>отраслевая структура</kwd><kwd>структурная динамика</kwd></kwd-group><kwd-group xml:lang="en"><kwd>transformation</kwd><kwd>deglobalization</kwd><kwd>value chains</kwd><kwd>industry structure</kwd><kwd>structural dynamics</kwd></kwd-group><funding-group><funding-statement xml:lang="ru">Исследование выполнено при поддержке гранта РНФ № 22-28-01976</funding-statement><funding-statement xml:lang="en">This research was supported by the Russian Science Foundation, grant number 22-28-01976.
