Объектом исследования являются Великобритания и Финляндия.</p><sec><title>Методы</title><p>Методы. Описательный метод позволил определить корпус документов, формирующих инновационную политику Великобритании и Финляндии, и выделить ее социально-гуманитарные аспекты. Исторический метод помог проследить эволюцию инновационной политики, связанную с усилением социально-гуманитарной направленности инновационных процессов. Сравнительный метод дал возможность сопоставить цели и содержание инновационной политики двух стран.</p></sec><sec><title>Результаты работы</title><p>Результаты работы. Как перед Великобританией, так и перед Финляндией стоят однотипные социально-гуманитарные вызовы, в целом характерные для развитых европейских стран. Авторы выдвинули гипотезу о схожести принципов ответов на эти вызовы в инновационной политике двух инновационно-активных стран, несмотря на отличия в основах функционирования рыночной экономики: минимальное вмешательство государства в механизмы свободного рынка (Великобритания) и реализация принципов регулирования хозяйственных процессов, характерных для социального государства североевропейского образца (Финляндия). Анализ массива правительственных документов, касающихся инновационной политики, аналитических обзоров и статистических материалов подтвердил это предположение, что и показано в статье.</p></sec><sec><title>Выводы</title><p>Выводы. Инновационная политика как институт изучается давно и разнопланово, но ее социально-гуманитарные аспекты пока недостаточно конкретизированы и представлены фрагментарно. Исследование принципов и подходов социально-ориентированной инновационной политики в Великобритании и Финляндии дало возможность расширить представление о роли и месте инновационной политики в социально-экономическом развитии и ее трансформации. Направленная на решение социально-гуманитарных проблем политика предусматривает ускорение перехода инновационной деятельности от «технологического детерминизма» к «социальному конструктивизму». В формирование инновационной политики и ее реализацию вовлекается широкий круг стейкхолдеров: академический сектор, бизнес-структуры, конечные потребители. Результаты исследования могут быть использованы для разработки рекомендаций по совершенствованию инновационной политики России.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Purpose</title><p>Purpose: to study the approaches and priorities for innovation policy oriented to solve developed countries' social and humanitarian problems (case of the UK and Finland).</p></sec><sec><title>Methods</title><p>Methods: due to the descriptive method the array of documents forming the innovation policy of the UK and Finland was determined and analysis singled out its social and humanitarian aspects. The historical method helped to trace the evolution of innovation policy. By the comparative method the goals and content of the innovation policy of the two countries were compared.</p></sec><sec><title>Results</title><p>Results: the UK and Finland face the same type of social and humanitarian challenges characterizing European countries. The authors hypothesized the similarity of the principles of responses to these challenges in the innovation policy of the two innovation-active countries, despite the differences in the fundamentals of the market economy functioning: minimal state intervention in the free market (the UK) and the economic processes regulation in the North Europe welfare state (Finland). An analysis of government documents relating to innovation policy, analytical reviews and statistical materials confirmed this assumption.</p><p>Conclusions and Relevance: innovation policy as an institution has been examined for a long time but its social and humanitarian aspects are not yet sufficiently specified and presented in fragments. The study of the principles of socially oriented innovation policy in the UK and Finland expands the understanding of innovation policy's transformation that accelerates the transition of innovation activity from «technological determinism» to «social constructivism». A wide range of stakeholders are involved in that innovation policy's formation and implementation: the academic sector, business structures, and end users.
