В условиях развития и совершенствования оптимальной экономической модели развития сегодняшней России, использование денежных накоплений российского населения является предельно необходимым условием для увеличения промышленного потенциала на внедренческой базе, предполагающей масштабную техническую и технологическую реконструкцию. Такие грандиозные структурные и инновационные изменения невозможны без использования финансовых ресурсов широких слоев населения даже в условиях низко дефицитного государственного платежного баланса - российского бюджета.
In terms of the development and improvement of optimal economic model of development of Russia today, the use of savings of the Russian population is extremely necessary condition to increase the industrial potential on the basis of innovative, involving large-scale technical and technological reconstruction. Such ambitious structural and innovative changes are impossible without the use of financial resources for the General population in the conditions of low deficit of the state surplus of the Russian budget.
