Статья посвящена анализу индийской модели инновационного развития. Основная цель работы состоит в исследовании текущего состояния и особенностей инновационной политики как одного из инструментов решения социально-экономических проблем государства.</p><p>Метод или методология проведения работы. Исследование опирается на применение общенаучных методов логического анализа, сравнения и обобщения, а также использование количественных методов - графического, табличного, описательной статистики. Целостному рассмотрению предмета исследования способствует системный подход.</p></sec><sec><title>Результаты работы</title><p>Результаты работы. В статье проводится обзор основополагающих документов и проектов инновационной политики Индии, отмечаются уникальные черты индийской модели инновационного развития, связанные с ориентацией индийского руководства на социально-экономические и культурно-цивилизационные особенности страны, ее многоукладность. Анализируются позиции государства в международных рейтингах как индикаторы эффективности выбранного индийцами курса, сильных и слабых сторон инновационной стратегии. Выделяются те особенности существующей системы, которые предопределили специфику ее формирования в Индии и стали причинами, препятствующими развитию инноваций и достижению практических результатов научно-технической политики.</p></sec><sec><title>Выводы</title><p>Выводы. Текущая стадия инновационного развития Индии характеризуется рядом диспропорций, не позволяющих стране реализовать имеющийся потенциал. Автор считает, что без решения вопроса систематической государственной поддержки, соответствующего кадрового обеспечения и налаживания трехстороннего взаимодействия государства, науки и промышленности инновационное развитие страны будет носить ограниченный характер. При этом уже имеющийся разрыв малоэффективных и высокотехнологичных секторов будет только расти. Индийский опыт может быть полезен для России, которая также стремится решить ряд проблем, обусловленных «большими вызовами», в том числе социально-экономического характера, посредством внедрения инновационных технологий.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Purpose</title><p>Purpose: this article analyzes India’s innovation development model. In this regard, the author aims to examine the current state of India's innovation policy as well as its features as one of the tools for solving the socio-economic problems of the state.</p></sec><sec><title>Methods</title><p>Methods: the author applies general scientific methods of logical analysis, comparison and generalization, as well as quantitative methods (graphical and tabular methods, and descriptive statistics). In addition, the article embraces a systematic approach that contributes to a holistic consideration of the research subject.</p></sec><sec><title>Results</title><p>Results: the article provides an overview of the fundamental documents and projects of the state's innovation policy, studies India’s positions in world innovation ratings as well as notes the unique features of the Indian model of innovative development associated with the government strategy adjusted to the socio-economic, cultural and civilizational features of this country.</p><p>Conclusions and Relevance: the article addresses the distinguishing characteristics which have eventually become disadvantages of the existing system and touches upon the reasons that hinder the development of innovations and prevent the country from achieving tangible results in this domain. The author concludes that without systematic government support, appropriate staffing, and functioning triple helix model involving academia, industry, and government, the country's innovative development will be limited, and India will fail to address the ever-widening gap between grassroots and high-tech innovation sectors will continue to grow.
